本建议书规定了四个等级的实体认证保证。（i.e., LoA 1 – LoA 4），为实现四个等级的实体认证保证确定了标准和威胁所在，它重点：
• 规定了管理实体认证水平的框架；
• 基于风险评估的结果就须用于缓解认证威胁的控制措施提供指导；
• 为向四个LoA映射其它认证保证方案提供指导；
• 为交换基于四个等级LoA的认证结果提供指导。
