Making digital products and skills accessible to all and building universal digital inclusion, regardless of gender, age, location, and financial status, is becoming a key challenge.
As the world eagerly awaits the results of the upcoming EQUALS competitions, it is fitting to spotlight Varvara Lokteva, an outstanding figure in the realm of digital technology and gender equality. Hailing from Kyrgyzstan, her journey exemplifies a commitment to bridging the digital gender gap, making her a pioneer in the field. We are proud to showcase Varvara's exceptional contributions that extend beyond her individual accomplishments to serve as an inspiration for global initiatives.
Varvara's experience in the world of technology began in 2008 when she embarked on her programming education. In a department where gender imbalances were glaring, Varvara emerged as a student, breaking through stereotypes and defying norms. After spending 3.5 years in the programming field, she transitioned to journalism while maintaining her passion for IT. This blend of technical prowess and communicative skills set the stage for her impactful roles, such as courses on digital finance literacy, Web3 bootcamps, and NFT incubators for artists and creators within major corporations in the CIS region.
In 2023, following the International Girls in ICT dedicated event in Kyrgyzstan, ITU Regional office for CIS conducted a study on the digital gender divide in Kyrgyzstan. Varvara Lokteva, one of the live participants of the research, brought her unique experiences to the forefront. Her insights, derived from navigating the challenges of the telecom and IT industry, added a valuable dimension to the study. This collaboration highlights the ITU's commitment to inclusivity and diverse perspectives in addressing digital gender disparities.
Varvara is not merely a passive advocate for gender equality in IT; she is actively engaged in practical initiatives. Recognizing the need for targeted interventions, she created and led NFT technology courses specifically tailored for women. Varvara's teaching methods go beyond technical skills, aiming to dismantle gender barriers ingrained in educational settings.

Varvara sheds light on the prevalent challenges women face in the technology sector. Often confined to supportive roles, women grapple with internal misogyny and societal stereotypes. Varvara emphasizes the urgent need to address issues like the underestimation of women's achievements and the stark inequality in opportunities. Overcoming these challenges requires concerted efforts from various quarters.
Beyond being an issue of technology accessibility, the digital gender divide is a multifaceted challenge encompassing equal opportunities and representation in the ICT field. Varvara is co-founder of the first female DAO in Central Asia - WeinCrypto DAO. Her company held events in metaverse, the recent one is the first art festival which was simultaneously offline and in metaverse. The aim is to comment three topics: technology, women and art. However, achieving full equality demands a paradigm shift in societal attitudes and active support from governments and international organizations.
