Welcome to the third edition of P2C Flash, designed to amplify the voices of pledgers and spotlight their impactful commitments to advancing global connectivity and digital transformation. With over 1000 pledges from 466 entities across 147 countries, the Partner2Connect (P2C) Digital Coalition continues to drive meaningful change in the digital landscape. It’s essential for us to highlight the ongoing efforts of our pledge makers. P2C Flash will serve as a monthly edition focused exclusively on showcasing these contributions, from inspiring impact stories, through government initiatives, P2C Champions, local innovative actions to new pledges, with the aim of fostering a global community united by the mission of universal connectivity. Czech Telecommunication Office (CTU)
Series of workshops on consumer empowerment

The Czech Telecommunication Office is offering a series of hybrid workshops focused on capacity building for vulnerable social groups, emphasizing community engagement and information dissemination. These workshops cover topics like consumer empowerment tools, quality of service measurements, and creating accessible data visualizations.

ICT4D Collective
Cybersecurity awareness for the most marginalised

The ICT4D Collective is offering free, multilingual basic cybersecurity training resources and guidance for migrants, small civil society organizations, and other vulnerable communities. These resources are designed to equip at-risk groups with essential cybersecurity knowledge to protect against online harms. They would like to partner with others in P2C to develop resources specific to the contexts in which they are working.

GoCodeGreen
Decarbonising Digital through education and learning

GoCodeGreen is sponsoring access to its Digital Decarbonisation Learning program for 100 young ICT trainees and reskilling employees from Least Developed Countries (LDCs). This initiative provides essential training in sustainable software engineering, green design, and IT leadership to equip the next generation of computer scientists with the skills to reduce the carbon footprint of digital products and services. Additionally, GoCodeGreen is offering discounted access to up to 500 more seats for ITU stakeholders supporting ICT education in LDCs.

Digital Decarbonisation through measurement and action

GoCodeGreen is offering a Digital Decarbonisation package to help a least developed country’s government agency integrate sustainability into its ICT selection and usage. The package includes ICT carbon footprint screening, digital product impact measurement, advisory support for action planning, and training on green software engineering. This initiative aims to equip agencies with the tools and knowledge to set and achieve digital carbon reduction targets.

The Welcoming New Pledges section introduces the latest commitments made by partners to advance sustainable digital transformation through the Partner2Connect Digital Coalition (P2C). This section highlights fresh pledges from a diverse range of stakeholders who are dedicated to bridging the digital divide and promoting universal, meaningful connectivity. Each new pledge brings us a step closer to a more inclusive and digitally connected world.

E-Mongolia Academy
Digital Government Platform Implementation Service

The E-Mongolia Academy, a state-owned enterprise, has been continuously developing the E-Mongolia platform since 2022, with an investment of USD 5 million. In an effort to support the digital transformation of governments worldwide, the E-Mongolia Academy is offering this platform free of charge, along with a commitment to providing expert consulting services.
This initiative encompasses advisory support in key areas, including legal frameworks, infrastructure, cybersecurity, software development, and project implementation strategies. The execution of this commitment will follow a structured approach, beginning with the establishment of a Memorandum of Understanding (MOU) with local governments, followed by the approval of a detailed work plan and the phased implementation of projects. This process will involve the identification of critical requirements, the exchange of knowledge and expertise, ongoing monitoring of implementation, and outcome evaluation to ensure long-term effectiveness and sustainability. Through this initiative, the Academy aims to enhance the accessibility, efficiency, and transparency of government operations. The E-Mongolia Academy remains open to collaboration. Intersec
Accelerate Mobile Early Warning Systems (EWS) deployments worldwide

Intersec has pledged USD 100,000 to accelerate the deployment of Mobile Early Warning Systems (EWS) around the world, addressing the urgent need for improved disaster alert mechanisms. Despite the effectiveness of Cell Broadcast and Location-based SMS technologies, recent ITU data shows that fewer than a quarter of countries have adopted mobile EWS.
Through advocacy campaigns, industry collaborations, and contributions to expert consultations, Intersec aims to promote Early Warning for All and encourage global adoption of standardized public warning solutions. By leveraging 3GPP, ETSI, and ATIS standards, particularly the Common Alerting Protocol (CAP), Intersec seeks to create a scalable, multi-channel, and community-centric emergency alert system. With its existing public warning solutions already reaching 400 million people worldwide, Intersec’s pledge supports efforts to strengthen climate resilience (SDG 13) and foster global partnerships (SDG 17) in disaster preparedness.

From improving access to education and healthcare to fostering economic growth and inclusion, these narratives reveal the human impact behind the numbers, reminding us of the collective potential to create a digitally inclusive future for all.

Telefónica
ProFuturo Digital Education Programme  

ProFuturo is an educational innovation program with technology launched by Fundación Telefónica and the “la Caixa” Foundation to reduce the educational gap in the world by providing quality education to boys and girls in vulnerable environments in Latin America, the Caribbean, Africa, and Asia.
In 2024, ProFuturo implemented its digital education programme in 34 countries, directly reaching 939,000 students and training 252,000 teachers. Since its inception in 2016, ProFuturo has transformed learning environments for over 5 million students and trained more than 1.5 million teachers worldwide.
ProFuturo leverages technology and innovative educational methods to avoid exacerbating current educational disparities with the digital divide, enhancing educational quality and effectively reaching those who need it most.
ProFuturo offers a comprehensive digital ecosystem featuring a dynamic Learning Management System (LMS) and technological equipment that supports both teacher training and classroom management. The flexible LMS enables both online and offline use of it. By integrating technology into the classroom, ProFuturo fosters inclusive, skill-based education, ensuring students receive a holistic learning experience.
Educators receive tailored training for their professional development, enabling them to integrate digital tools effectively in the classroom, while students benefit from rich educational itineraries designed to enhance their 21st-century skills.
Global partnerships with organizations such as UNHCR, World Vision, Save the Children, IRC, Teach For All, UNESCO, and regional allies have amplified its impact. Since 2014 ProFuturo has partnered with American Tower to bring educational innovation with technology to 7 countries in Africa and Asia.
In recognition of its significant contributions to the UN Sustainable Development Goals, ProFuturo was awarded the WISE Award by Qatar Foundation in 2021, the GLOMO Award by GSMA in 2023, and in 2024, it was a finalist at the SDG GameChangers Awards by ITU.

Cisco Systems
Cisco Networking Academy

Cisco has pledged USD 25 million an in-kind programmatic support through its Cisco Networking Academy program, aiming to equip 250,000 individuals in 46 Least Developed Countries (LDCs) with essential digital skills over five years. This initiative aligns with P2C’s focus areas of Access, Adoption, and Value Creation, emphasizing cybersecurity training, gender equity, support for underserved communities, and innovation.
In the first two years alone (August 2022 – July 2024), 261,272 participants benefited from digital skills training, with an in-kind contribution valued at over USD 13 million. Cisco’s investment continues to drive global digital inclusion, ensuring individuals gain the expertise needed to navigate and thrive in an increasingly digital world. Through hands-on learning and industry-recognized certifications, this program is enabling individuals to pursue careers in technology, cybersecurity, and networking, creating pathways to economic opportunity. With three years remaining, the program is set to make a lasting impact by expanding opportunities, bridging the digital divide, and fostering economic growth through technological empowerment.

Eutelsat Group
One million unserved people have been connected in Sub-Saharan Africa in 3 Years

The KONNECT satellite has delivered high-speed satellite connectivity to over one million previously unserved individuals across Sub-Saharan Africa, achieving its ambitious goal two years ahead of schedule. By the end of 2024, communities in remote and rural areas gained internet access, unlocking new opportunities for businesses, schools, and individuals.
KONNECT provides speeds of up to 100 Mbps, supporting digital inclusion efforts such as the UNICEF-ITU GIGA initiative, which aims to connect schools worldwide. Beyond education, this connectivity empowers healthcare centres, small businesses (MSMEs), and individuals to access digital resources and engage in digital financial services, expanding economic participation.
This milestone underscores the potential of satellite technology to bridge the digital divide, bringing connectivity to areas beyond the reach of traditional networks. Through KONNECT, Eutelsat Group continues to demonstrate how innovative satellite solutions can transform lives and enhance digital inclusion across underserved regions.

P2C Champions

The P2C Champions section introduces the dedicated leaders and advocates driving the Partner2Connect Coalition’s mission forward. We currently have five P2C Champions: Amazon, Google, the Inter-American Development Bank (IDB), Microsoft, USAID, and ZTE. In close coordination with the Secretariat, these Champions provide strategic guidance, shaping the Coalition’s direction and focus. As strong proponents of universal and meaningful connectivity and sustainable digital transformation, P2C Champions advocate for the Coalition’s growth across local, regional, and global levels. Here is a snapshot from one of our champions, upcoming editions will showcase other P2C Champions.

Inter-American Development Bank (IDB)
Funding of digital infrastructure with a social and productivity purpose

The Inter-American Development Bank (IDB) is a proud supporter of the Partner2Connect Digital Coalition (P2C), recognizing digital technologies as pivotal for social and economic advancement. Leveraging its expertise in financing and technical support, the IDB has introduced innovative tools like the broadband mapping platform, ConectaLAC, to enhance connectivity across Latin America and the Caribbean. This platform enables policymakers and investors to identify connectivity gaps and design cost-effective projects, aiming to bridge the digital divide and promote inclusion. Looking ahead to 2025, the IDB is eager to deepen its collaboration with P2C, focusing on catalyzing investments and delivering transformative outcomes for the region.
In line with this commitment, the IDB has pledged an estimated USD 1 billion to fund digital infrastructure projects with social and productivity objectives. This investment strategy emphasizes environmental, social, financial, and institutional sustainability, aiming to foster efficient infrastructure and connectivity. By promoting policy reforms and institutional strengthening, the IDB seeks to enhance transparency, integrity, and ease of doing business, thereby facilitating infrastructure integration and economic growth throughout the region.

P2C in the World

The P2C in the World section showcases the global reach and influence of the Partner2Connect Digital Coalition, highlighting its diverse partnerships, success stories, and transformative commitments that are shaping the future of connectivity for all. By fostering collaboration between governments, private sector entities, civil society, and international organisations, P2C drives impactful initiatives ranging from grassroots projects to large-scale endeavours.

Ministry of Communication, Digital Technology, and Innovations of Ghana

Bridging the Digital Divide from the Bottom of the Pyramid: GIFEC’s Digital Transformation Centres Project (DTC)

In Ghana, the Ghana Investment Fund for Electronic Communications (GIFEC) has made strides in digital inclusion through the Digital Transformation Centres (DTC) Project. As part of a global initiative led by ITU, in collaboration with NORAD and Cisco, GIFEC is empowering rural and underserved communities by providing essential digital skills training.
At completion, the project trained over 22,000  citizens, with specialized programs such as the establishment of Coding Clubs (1,500 participants) and Training-of-Trainers initiatives (269 trainers). Additionally, the Introduction to Computer Basics for the Visually Impaired (ICBVI) supported over 660 individuals, ensuring that no one was left behind in the digital revolution.
Initially slated for completion in 2023, the project exceeded its targets and was extended to September 2024 to reach even more beneficiaries.

Ministry of Enterprises and Made in Italy

AI Hub for Sustainable Development: Strengthening AI foundations for industrial growth in Africa

In 2024, under the Italian G7 Presidency, Italy co-designed the AI Hub for Sustainable Development with the United Nations Development Programme (UNDP). A pioneering initiative aimed at strengthening AI foundations for industrial growth across Africa, the AI Hub focuses on four key pillars of local AI ecosystems: inclusive datasets, local talent development, affordable green computing infrastructure, and enabling environments for responsible AI adoption. Prioritizing sectors such as energy, agriculture, health, water, education, and infrastructure in line with the Italy-Africa Mattei Plan, the AI Hub seeks to harness AI’s transformative potential to address critical challenges and promote sustainable development. Through co-design programmes, including start-up accelerators and local language partnerships, the initiative emphasizes responsible AI practices and inclusivity, ensuring that AI benefits all. The goals of this initiative align with SDG 8: Decent Work and Economic Growth, SDG 9: Industry, Innovation, and Infrastructure, and SDG 7: Partnerships for the Goals.

Ministry of Public Infrastructure and Industries of Palau

Strengthening Palau’s Cyber Resilience through a National Cybersecurity Framework

Palau pledges to develop and implement a comprehensive National Cybersecurity Framework to enhance the country’s resilience against cyber threats. This initiative will establish policies, regulations, and capacity-building programs to safeguard critical infrastructure, government networks, and the broader digital ecosystem.
Key actions include conducting a national cybersecurity assessment in collaboration with the ITU, drafting legislative and regulatory guidelines, and establishing a Cybersecurity Coordination Center to monitor threats and facilitate incident response. Resources will include technical expertise from international partners, government funding for capacity-building, and training programs for public and private sector stakeholders.
This pledge primarily benefits Palau’s government institutions, businesses, and citizens by protecting digital assets, ensuring secure communications, and fostering trust in online services. As a small island nation, securing Palau’s digital landscape is essential for economic growth, public safety, and regional connectivity. By committing to this pledge, Palau aims to be a regional leader in cybersecurity preparedness, setting a model for other Pacific Island nations navigating similar digital transformation challenges.
