With over 1,000 pledges from 500 entities across 149 countries, the Partner2Connect (P2C) Digital Coalition continues to drive meaningful change in the digital landscape. P2C Flash is a publication dedicated to showcasing these contributions, from inspiring impact stories and government initiatives to local innovations and new pledges, all with the goal of fostering a global community united by the mission of universal meaningful connectivity. Join us as we bring these efforts to the forefront and highlight the diverse initiatives shaping the future of sustainable digital transformation worldwide.

Eutelsat launches a new pledge to connect 2 million more people across Sub-Saharan Africa 

After successfully connecting 1 million underserved people, Eutelsat is scaling up its commitment through a new pledge to connect 2 million additional people across Sub-Saharan Africa by 2030. Using its KONNECT and OneWeb satellite technologies, Eutelsat will expand broadband access to underserved and hard-to-reach communities where traditional infrastructure remains limited. From rural villages to emergency and displacement settings, the initiative aims to deliver reliable, meaningful connectivity where it is needed most. 

Building on more than 1,000 rural communities already connected across the region, this new pledge reflects Eutelsat’s continued commitment to advancing inclusive digital development and ensuring no community is left behind in the digital age.

Advanced Wireless Network Company Limited: Green Connectivity Infrastructure for Remote Communities in Thailand

Advanced Wireless Network Company Limited has unveiled a new pledge, “Green Energy Green Network for THAIs”, committing USD 9.3 million to connect three million people living in off-grid communities across Thailand.

This multi-stakeholder collaboration unites AIS, Gulf Energy Development (GULF), and the Highland Research and Development Institute (HRDI) to deploy renewable energy-powered telecommunications infrastructure in some of the nation’s most isolated areas. This project uses Solar-Powered Base Stations to deliver high-speed 5G and 4G signals to “off-grid” areas. This 100% clean energy solution will bring modern connectivity to the heart of the forest without disturbing the delicate balance of our natural watersheds.

By enabling first-time access to mobile and internet services, the project supports access to online learning, digital health information, and e-government services while strengthening communication and economic opportunities for rural households. Complementary digital literacy and cyber safety programmes will further equip communities with the skills needed to navigate and participate safely in an increasingly connected world.


American Registry for Internet Numbers (ARIN): Connect the unconnected, assist with digital transformation, and support capacity building

ARIN, a non-profit organisation responsible for managing internet number resources across the United States, Canada, and the Caribbean, is committed to supporting universal connectivity with a particular focus on remote, rural, and underserved communities. 

As an active ITU-D sector member, ARIN pledges to contribute technical expertise, thought leadership, and knowledge transfer to network operator and policy forums across its region. Through grant funding, fellowship programmes, industry partnerships, and training initiatives, ARIN acts as a catalyst for digital transformation and capacity building in communities that need it most. ARIN advances the continued development of the Internet through IPv6 advocacy as well as promoting a secure Internet with Resource Public Key Infrastructure (RPKI) tools and training. 

Central to ARIN’s approach is its multistakeholder model, which empowers local communities to actively participate in the policy decisions that shape their own digital futures, rather than having those decisions made for them. In doing so, ARIN advances a vision of the internet that is open, inclusive, and secure for all.

Qatar Satellite Company HQ

Es’hailSat, Qatar Satellite Company, is committed to expanding connectivity and closing the digital divide across Africa through cutting-edge satellite technology. 

The company has announced significant progress on its USD 600 million Es’hail-3 satellite project, of which USD 150 million is dedicated specifically to African countries. Es’hail-3 will deliver high-speed broadband connectivity via high-throughput spotbeams, extending coverage from North Africa to Sub-Saharan Africa and reaching communities where traditional telecommunications infrastructure faces significant challenges. 

A key milestone has now been reached: the Request for Proposal (RFP) has been formally issued to satellite manufacturers, with the contract award expected in Q3 2026 and satellite launch planned for 2030. This project represents a significant step toward universal connectivity across the region.

ZTE Corporation: ZTE’s pledge to boost global AI ecosystem 

ZTE is committed to fostering inclusive and sustainable digital economic growth through artificial intelligence, in collaboration with over 1,000 global partners across multiple industry sectors. 

Building on this commitment, ZTE has taken a significant step forward by launching the Open Intelligent Computing Industry Alliance (COIA) together with 46 founding enterprises and institutions, including China Unicom, ByteDance, Intel, Aliyun, and the Chinese Academy of Sciences. Inaugurated in Beijing in December 2024, the Alliance is designed to accelerate the implementation of AI and big model technologies across industries, generating broad societal and economic benefits. 

Through this growing ecosystem of AI initiatives, ZTE aims to drive digital transformation that is not only technologically advanced but also inclusive and accessible, contributing to a more connected, intelligent, and sustainable world.

Dubai Cares: Supporting targeted initiatives to skill and empower over 5 million children and youth by 2030 

DubaiCares is committed to advancing digital skills, connected learning, and inclusive education for underserved communities. 

Building on this foundation, the organisation has made significant progress through two flagship initiatives. The Passport to Earning programme has delivered certified digital and financial skills training to several million youth and young adults, with measurable gains in employability, foundational digital skills, and gender inclusion. In parallel, the Digital School initiative is transforming public schools in underserved areas by providing devices, connectivity, teacher training, and hybrid learning systems. 

Underpinning both programmes is a robust multi-stakeholder model bringing together governments, private sector partners, civil society organisations, and global technology platforms, ensuring that training leads to real employment and entrepreneurship opportunities, particularly for rural young women. 

Together, these initiatives reflect a commitment to building education-to-employment pathways that are inclusive, scalable, and sustainable, with targets set toward 2030.

The Pledge Highlights: Access For All emphasises the shared global commitment to expand inclusive digital infrastructure, ensure affordability, and strengthen cybersecurity as essential pillars of meaningful connectivity. By extending broadband networks and mobile coverage to underserved areas, promoting fair and inclusive access to the internet and devices, and building secure, resilient systems that protect users, this collective effort drives sustainable digital transformation.

In Cambodia, 8.2 million children and young people face real online risks: cyberbullying, sexual exploitation, phishing, and gaming addiction. Strengthening online safety and digital literacy has become a national priority. ChildSafeNet, a Nepal-based NGO, has pledged USD 100,000 to build a safer internet for Cambodian children and young people from the ground up. Their approach is comprehensive and evidence-based: research to understand emerging digital risks, advocacy for stronger laws and policies, capacity building for service providers and professionals, and awareness-raising for families, schools, and communities. 

But they are not doing it alone. Through targeted roundtables, ChildSafeNet brings together government agencies, telecom operators, internet service providers, technology companies, media, parents, and civil society to foster collaboration and drive action. The goal? A Cambodia where every child can explore, learn, and connect online in a safe, supportive, and empowering environment.

@iLabAfrica Research and Innovation Centre champions collaborative solutions for meaningful connectivity in East Africa

Through its pledge, @iLabAfrica Research and Innovation Centre at Strathmore University is strengthening advocacy efforts to advance meaningful connectivity across East Africa. Building on its experience in connectivity research and its collaboration with the Communications Authority of Kenya,@ iLabAfrica aims to expand partnerships with academia, industry, research institutions, and policymakers to promote innovative approaches to broadband access.

Its work focuses on addressing key connectivity challenges related to infrastructure, affordability, and policy. The Centre is also committed to growing digital communities by supporting technical skills development and encouraging the creation of technology-driven solutions and businesses that expand access to broadband and digital services.

By fostering collaboration and sharing knowledge across sectors, @iLabAfrica is helping create an enabling environment for digital inclusion.

Internet Society – Argentina Chapter, Soldati Conectada and Asuntos del Sur: Replicating Connections – Villa Soldati 

The Replicating Connections in Villa Soldati project set out to strengthen the Soldati neighbourhood in Buenos Aires by delivering hands-on training in networks, fiber optics, and digital skills, with a strong focus on inclusion, autonomy, and the sustainable development of community-owned internet infrastructure.​

The project has now been successfully completed. Through three structured training layers, a Train the Trainers programme, fiber optic and network technical training, and community-wide digital skills workshops, community members were trained in safe internet use, fiber optic splicing and fusion, and network management. A gender protocol was also developed for workers of Soldati Conectada, ensuring that gender equality remains embedded in the community network’s operations going forward. 

By equipping local residents to manage and expand their own network, the project has laid a sustainable foundation for digital inclusion that the community can continue to build independently.​

Libyan Technology Foundation turns pledges into national momentum

Libya is on the move. And the Libyan Technology Foundation (LTF) is proving that sustained, intentional action can turn digital ambition into national reality. Their three pledges to the P2C Digital Coalition highlight the ongoing initiatives contributing to Libya’s digital ecosystem through inclusive dialogue, youth engagement, and nationwide technology awareness. Three pledges, three areas of work: the “National Technology Day,” now an annual national occasion every June 1st. In 2026 alone, it delivered two signed MOUs, a National AI Strategy, an AI Ethics Charter, and a new oversight platform called “Athar.”

LTF also held the second edition of the Cybersecurity Forum in partnership with the National Information Safety and Security Authority (NISSA), bringing together experts and stakeholders to address national cyber resilience, threats, and security readiness as part of Libya’s growing digital transformation agenda. It’s not just celebration, its legislation, infrastructure, and accountability. Then there is the “Informatics Governance Forum,” bringing together government, private sector, civil society, and technical experts to tackle cybersecurity, digital governance, and the future of Libya’s digital ecosystem. Finally, the Libyan Youth Internet Governance Forum, formally endorsed by the Ministry of Youth, aims to train the next generation to shape internet governance, digital policy, and cybersecurity frameworks for years to come. 

Beyond these flagship initiatives, LTF continues to expand digital awareness and youth engagement through partnerships and community-driven programs. In collaboration with the General Scouts and Guides Movement, LTF organized the “Tech Scouts Forum,” introducing young participants to technology, digital citizenship, innovation, and the opportunities of the digital age. 

Each pledge is a strong achievement on its own. Together, they tell a more powerful story: a coordinated, year-round commitment to digital awareness, youth empowerment, and internet governance in Libya. This is not a series of events. This is a movement.
