As countries worldwide pursue digital transformation, the development of robust and inclusive Digital Public Infrastructure (DPI) is essential to deliver accessible, secure, and citizen-centric services. GovStack  supports governments in designing and deploying interoperable, open-source digital systems grounded in global best practices. However, the success of DPI also hinges on inclusive governance, meaningful multistakeholder collaboration, and leadership that represents the diversity of the communities it aims to serve. 

The GovStack Digital Leaders Forum 2025 at WSIS will convene high-level government officials, global experts, and rising women innovators to reflect on progress, surface challenges, and spotlight what it takes to build DPI that is truly inclusive by design.

This year, the forum will also celebrate the finalists of the Women in GovTech Challenge 2025—a global network of over 150 women from 50+ countries who co-created real-world, people-centred digital solutions for public service delivery. Their experiences will be woven into the conversation, shifting the format from traditional panel and pitches to an integrated, action-focused dialogue.

Ms. Mei Lin Fung
Ms. Mei Lin Fung Chairperson The People Centered Internet

Mei Lin Fung is Chair and Co-Founder of the People Centered Internet, begun in 2015 (with Vint Cerf, often called “a father of the internet”), which works to create a more equitable digital world. A tech pioneer and contributor to enterprise resource planning (ERP) software, she integrated a key analytic tool, Customer Lifetime Value, into customer relationship management (CRM) systems. Among other roles, she serves on the advisory council of GovStack and is a nominated Vice Chair of the UN AI for Good Impact Initiative.


Mr. Amandeep Singh Gill
Mr. Amandeep Singh Gill Under-Secretary-General and Special Envoy for Digital and Emerging Technologies UN Office for Digital and Emerging Technologies

Mr. Amandeep Singh Gill was appointed Under-Secretary-General and the United Nations Secretary-General's Envoy on Technology in June 2022, and since 1 January 2025 serves as Under-Secretary-General and Special Envoy for Digital and Emerging Technologies in the newly established United Nations Office for Digital and Emerging Technologies.

In this role, he spearheads the Secretary-General’s strategic initiatives in technology, facilitates coordination across the UN system, and engages with a diverse array of stakeholders and partners globally. He was a member of the Secretary-General’s High-level Advisory Body on AI and is a member of his Scientific Advisory Board.

His extensive experience in technology and diplomacy includes serving as Executive Director and co-lead of the UN Secretary-General’s High-level Panel on Digital Cooperation (2018–2019) and as India’s Ambassador and Permanent Representative to the Conference on Disarmament in Geneva (2016–2018).

Originally from Chandigarh, India, Mr. Gill’s academic credentials include a PhD from King’s College London, a B. Tech from Panjab University, Chandigarh, and an Advanced Diploma in French history and language from Geneva University. He has authored two books: Nuclear Security Summits: A History (Springer, 2020) and You Are Never Too Far: Poems on the Path (Wisdom Tree, 2016).

In recognition of his influential work in the field of artificial intelligence, TIME magazine named Mr. Gill one of the 100 most influential people in AI in 2024. Fluent in English, French, Hindi, and Punjabi, Mr. Gill brings a multicultural perspective to his work.


Ms. Yolanda Martinez
Ms. Yolanda Martinez Practice Manager World Bank

Yolanda Martínez is a digital transformation expert with over 20 years of experience leading digital transformation initiatives across the public and private sectors at the international, national, and local levels. She serves as Practice Manager for Digital Development in Latin America and the Caribbean at the World Bank, leading a multidisciplinary team that collaborates with governments to advance their digital transformation agendas. In the public sector, Yolanda led Mexico’s National Digital Strategy, directed the Federal Digital Government Unit, and headed the Zapopan Digital City Program. In the private sector, she championed multiple digital transformation projects while at Deloitte Consulting. Internationally, Yolanda spearheaded the GovStack Initiative at ITU HQ in Switzerland and led the Inter-American Development Bank (IDB) office in Chile. As a subject matter expert, Yolanda has partnered with various United Nations agencies and the OECD to peer review digital government strategies in over 50 countries. Recognized as a global authority in digital transformation, she was named a top 20 global digital government influencer by @political and was featured by WIRED as a “Pioneering LAC Woman in AI” in 2024. Yolanda holds a Ph.D. in Knowledge and Information Society from Universitat Oberta de Catalunya and a Master’s in Public Policy and Management from Carnegie Mellon University as a Fulbright Scholar.


Yilmaz Akkoyun
Yilmaz Akkoyun Senior Policy Officer Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ)

Yilmaz Akkoyun works as Senior Policy Officer at the Federal Ministry for Economic Cooperation and Development (Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung, BMZ) in Berlin in the digital technologies unit and the Chief Digital Officer´s office. He graduated within the Global Public Policy Network (GPPN) dual degree program from Columbia University, School of International and Public Affairs (SIPA) in the city of New York with an Master of Public Administration (MPA) specializing in Advanced Policy and Economic Analysis as well as from the Hertie School of Governance in Berlin with an Master of Public Policy (MPP).


Ms. Ekaterine Imedadze
Ms. Ekaterine Imedadze Commissioner Communications Commission

Ekaterine Imedadze has over 20 years of management experience, including more than 12 years in policy implementation, regulatory efforts, strategy development, and risk management across both public and private sectors, spanning business divisions throughout Eastern Europe and Central Asia.

As a digital transformation and change management lead, Ekaterine has a strong track record of successfully completing projects in the ICT, FMCG, and sustainable industries.

She has conceptualized regulatory and compliance policy formulation and led project implementation with a particular focus on the convergence of EU policies and EU competition law enforcement.

Ekaterine has also led the implementation of business strategies for telecommunications services and technology operations. A successful and enthusiastic company executive, she brings deep expertise in business analysis, process management, change management, and implementation management.

A compassionate and empathetic leader, she is recognized for her outstanding communication, analytical, and time management skills, as well as her ability to inspire and motivate teams to achieve their goals.

Ekaterine holds an MBA from the University of Bradford School of Management and is currently pursuing an LL.M. in Competition Law and Economics at the Brussels School of Competition. She previously earned a master’s degree in physics and a postgraduate diploma in artificial intelligence and fuzzy logic


Ms. Jihen Louati
Ms. Jihen Louati Digital Government Consultant and Manager PWC

Jihen is a seasoned Digital Government Consultant and Manager at Pwc, with over 16 years of multidisciplinary experience in Public services and consultancy, business development, product strategy, and applied research. An engineer by training in the field of communication and networks, she brings a robust technical foundation to her strategic advisory work.

Jihen has played a pivotal role in shaping and implementing digital government policies, strategies, and transformation roadmaps. Her expertise includes a deep understanding of digital government indexes and global frameworks, enabling her to align national initiatives with international standards.

She has successfully led and contributed to the design and deployment of complex information systems, including: The Public Financial Management Information System with USAID, E-procurement system, anti-corruption platforms in collaboration with KOICA, and the international cooperation system with GIZ.

Her work is driven by a commitment to inclusive governance, transparency, and digital innovation that empowers institutions and citizens.

 


Claudia Cristina Pollina
Claudia Cristina Pollina Service Designer and researcher Department for Digital Transformation of the Italian government

Claudia is a Service Designer and researcher at the Department for Digital Transformation of the Italian government, where she works to improve digital services within the Public Administration. Her main projects focus on building inclusive public service built on interoperable digital registries. She mediate the conversation with Ministry of Interior and municipalities for the national registry with demographic data, and Ministry of University and Instruction for education registries. She leads the development of Schema – the national catalogue for semantic data interoperability, improving data model sharing among entities that exchange interoperable data.

With over ten years of experience in both the public and private sectors, she addresses complex challenges by creating accessible and inclusive solutions for everyone. She believes strongly in the power of communities and collaboration, founding the Service Design community in Milan.

She holds a master's degree in Product Service System Design from Politecnico di Milano and a bachelor's in industrial design. Originally from São Paulo, Brazil, she was raised in southern Italy and has lived in several countries. She is a mother of two, a vegetarian, and practices a zero waste lifestyle, committed to sustainability, women's inclusion, and equal rights for all.

 


Ms. Juliana Bernal-Guzmán
Ms. Juliana Bernal-Guzmán Lawyer and digital policy strategist National Tax and Cusstoms Office, Columbia

Juliana Bernal-Guzmán is a Colombian lawyer and digital policy strategist with over seven years of experience driving public sector innovation. She has led digital governance efforts across key institutions, including the Ministry of ICT, the Ministry of Health, and the National Tax and Customs Office. 

As Advisor to the Minister of ICT and Coordinator of Policy at Colombia’s Digital Government Directorate, she co-authored the country’s current Digital Government Policy and helped develop national frameworks on interoperability, smart cities, data governance, and digital inclusion. At the Ministry of Health, she supported the legal structuring of www.miseguridadsocial.gov.co and advised on service design and user interface strategies to improve access to Colombia’s social security system. 

She has also served as a peer reviewer for journals in law, political science, and international affairs. Juliana holds a Law degree and a Master’s in International Law from Universidad de los Andes and will soon begin the Erasmus Mundus MSc in Public Sector Innovation and eGovernance.

 


Ms. Joana Alvarez Guillen
Ms. Joana Alvarez Guillen Digital Transformation Specialist OSITRAN

Joana Alvarez Guillen, Peruvian, is a Digital Transformation Specialist at OSITRAN, Peru’s regulatory agency for public transport infrastructure. A computer engineer with an MBA, she leads initiatives to design and implement user-centered digital services that improve public service delivery, strengthen oversight capacities, and bring governments closer to citizens. Her approach promotes paperless public administration and the intensive use of data to enable evidence-based decision-making and more efficient operations. 

Previously, she played a key role in the $60M VUCE 2.0 trade facilitation program, where she led the design of major national initiatives including the new Port Component of VUCE, the Master Plan for a Port Community System (PSC) for the Port of Callao, promoted by Ministry of Foreign Trade and Tourism (MINCETUR). She has also contributed to projects such as enhancing the competitiveness of Peruvian SMEs in origin certification under FTAs and implementing a self-certification system for origin also for MINCETUR. 

Joana serves as Director of the Technology Committee at WISTA Peru and is also a member of WISTA International’s Technology & Futures Committee, both volunteer roles dedicated to promoting women’s empowerment and digital innovation across the trade, logistics, maritime, and transport sectors.

 


Ms. Elizabeth Mercy Andiko
Ms. Elizabeth Mercy Andiko Data Specialist Kenya Revenue Authority

Elizabeth Mercy Andiko is a seasoned GovTech leader specializing in digital transformation, compliance automation and conversational AI. At the Kenya Revenue Authority, she led the development of UshuruGPT—an AI-powered tax assistant that simplifies public services. With a background in actuarial science and data science, she is passionate about inclusive, policy-driven innovation that empowers citizens and enhances service delivery. 

 


Ms. Maryna Khoroshenko

My name is Maryna Khoroshenko, and I'm based in Kyiv, Ukraine. I have over 11 years of experience in the IT sector, with the past year dedicated to GovTech. Currently, I’m part of a team working to reform and modernize Ukraine’s education system—a mission I’m truly proud to support. 

Beyond my professional life, I’m a mother of two young children, aged 5 and 3. I’m passionate about traveling and enjoy connecting with people from diverse cultures and backgrounds. 

 


Ms. Stellah Rotich
Ms. Stellah Rotich Chief Officer ICT County Government of Bomet

Stellah Rotich, HSC is a digital transformation leader and technology policy advocate with over 10 years’ experience in software development, ICT strategy, and public sector innovation in Kenya. She currently serves as Chief Officer ICT at the County Government of Bomet, where she leads digitization, ICT policy, and digital infrastructure development.

She previously served as Senior Business Analyst at the Kenya Revenue Authority, where she led the design and implementation of revenue systems and business intelligence solutions that streamlined operations, enhanced compliance, and improved revenue collection. For her distinguished contribution to public service, she was awarded the Head of State Commendation.

Stellah holds a Master of Science in Computational Intelligence from the University of Nairobi and a Bachelor of Science in Computer Science from the University of Eldoret. She is a Certified Business Analyst Professional and is passionate about leveraging GovTech to transform public service delivery and champion inclusive digital governance.

 


Ayush Shukla
Ayush Shukla Junior Government Technical Officer International Telecommunication Union Moderator

Ayush Shukla is a professional with an undergraduate degree in Computer Science and Engineering and an MBA in International Management. He currently serves as a Junior Government Technology Officer at the International Telecommunication Union (ITU), where he advances the GovStack initiative through country implementation support, technical resource development and curation, and operations management.

Previously, Ayush contributed to digital transformation globally through roles at ITU and the World Health Organization (WHO). During his internship at WHO, he supported the Be Healthy Be Mobile initiative in digital health. He then joined ITU as an intern, later transitioning to a staff position where he worked on Smart Villages and Smart Islands projects, before dedicating the last four years to GovStack’s mission.

His work is driven by a passion for inclusive, citizen-centric digital services and the development of sustainable digital government infrastructure.


Ms. Puja Raghavan
Ms. Puja Raghavan Junior advisor GIZ Moderator

Puja Raghavan is an Indian lawyer with a background in political science and a Masters in Public Policy from the Hertie School. She works as a Junior Advisor at the GovStack initiative in GIZ on the topic of inclusive digital public infrastructure. Previously, she worked at a GovTech startup in Berlin and also at a leading law firm in New Delhi in the area of white collar crime.
