This Leader TalkX explores the intersection of technology and socio-economic progress. Stakeholders from governments, international organizations, and the private sector converge to explore avenues for promoting international trade, improving healthcare access, fostering employment opportunities, and advancing environmental sustainability. Topics of interest include stimulating private sector investment, enhancing healthcare systems, expanding teleworking options, and leveraging ICTs for disaster management and environmental conservation. The conversation underscores the importance of collaborative efforts in utilizing technology as a catalyst for inclusive and sustainable development.

H.E. Dr. Tatenda Annastacia Mavetera
H.E. Dr. Tatenda Annastacia Mavetera Minister Minstry of ICT ,Postal and Courier Services, Zimbabwe

Hon Dr Tatenda Annastacia Mavetera is Zimbabwe’s Minister of Information, Communication Technology, Postal and Courier Services. Since her appointment, she has caused several projects designed to accelerate universal access to Broadband services to be initiated in Zimbabwe, She has modernised the ICT Policy for  the Country, to take into account emerging technologies.  
Before being appointed Minister, Hon Dr Mavetera was a member of the Pan African Parliament, where she was the first Vice President of the Youth Caucus.  She is passionate about bridging the gender digital divide in Zimbabwe.  She initiated the youth caucus in Zimbabwe’s 9th Parliament of Zimbabwe,in a bid to see youth issues being addressed.  
In 2021, she initiated a movement dubbed Young Women 4ED, which is designed to ensure that young women are not ignored in all aspects of life. She has also spearheaded the She-Tech initiative, which has seen scholarships being awarded to girls studying  ICTs, in different Zimbabwean Universities. 
She holds an Honours Degree in Management and Marketing and a master’s degree in strategic marketing. She was also awarded a Doctorate in Humane Letters from the International Women’s University in Zimbabwe for the contribution she has made to emancipate women, more importantly, young women in Zimbabwe. She is a strategic marketer and information communication expert who has been in the Information Communication and Transport industry for the past 12 years. 


Ms. Laure de La Raudière

A graduate of the École Normale Supérieure, and a telecommunications engineer, Laure de La Raudière began her career with France Telecom - Orange in 1990 where she held a series of positions: Manager of the "Business Customers" department for the Paris Sud regional division, Director of "Key Accounts" then Director for the Eure-et-Loir department.

After having been an associate in a data mining start-up, Pertinence Data Intelligence, in 2003 she founded Madisy-Conseil, then became executive director of Navigacom, two ICT consulting firms whose core clientele is large "user" enterprises.

Since 2007, Laure de La Raudière has been the Deputy for the Eure-et-Loir (Agir Ensemble), and a member of the National Assembly Economic Affairs Committee. Strongly committed to the multifarious issues surrounding digital technology, she was a co-rapporteur for several information reports. She has also been an elected local representative in Saint-Denis-des-Puits since 2001 and departmental councillor for the Eure-et-Loir since 2015.

Since 2018, Laure de La Raudière has been the co-chair of the National Assembly's "Cybersecurity and Digital Sovereignty" parliamentary task force.

Laure de La Raudière was appointed, on the proposal of the President of the Republic, president of the Arcep, by decree published in the Journal Officiel on 28 January 2021, for a six-year term.


Mr. Célestin Kadjidja

Mr. Célestin KADJIDJA is a Computer Engineer with 30 years of experience in the field of networks and information systems management, particularly in the banking, air transport, and social security sectors.
He initially trained at the Constance School of Engineering in Germany after completing his secondary education at the Lycée National Léon MBA in Libreville, Gabon.

He began his professional career in the early 1990s in the banking sector. He then moved into the field of air transport, followed by the healthcare sector, where he led IT and telecom projects in the area of social security.

In August 2023, he was appointed Chairman of the Regulatory Council of ARCEP Gabon by Brigadier General Brice Clotaire OLIGUI NGUEMA, President of the Transition, Head of State, and President of the Republic of Gabon.

Mr. Evan Xiao joined Huawei in 1998 and is now acting as Corporate Vice President and President forEuropean and International  Standardization, Ecosystem & Industry Development
 
At Huawei, Evan has served as Director of the OSS & EMS Product Dept and the Strategy & Business Development Dept of the Fixed Network Product Line, President of the Strategy & Business Development Dept of the Carrier BG, President of the Strategy & Business Development Dept of Huawei's Products & Solutions, and Vice President of Huawei's Strategy & Industry Development Dept. He has extensive experience in R&D, strategy, standards, open source, and developer ecosystem development. He is now heading up the work on European and international standardization, as well as ecosystem and industry development.
 
Evan graduated from Nanjing University with a bachelor's degree in Computer Science and received an MBA degree from Hong Kong Polytechnic University.

 Isabelle Mauro is Director General of GSOA that represents the interests of the satellite industry ecosystem. Under Isabelle’s leadership, GSOA and its member CEOs lead the effort to showcase the benefits of satellite communications for a more inclusive, sustainable and secure society - vital to bridging the world’s digital divide, achieving the UN’s Sustainable Development Goals and realizing the full potential of the 5G & 6G ecosystem.

Isabelle has 25 years’ experience in the Telecoms and Technology sector, starting at the GSMA, where she was responsible for International & External Affairs for fifteen years. In 2015 she moved to New York to join the World Economic Forum as Head of the Information, Communications and Technology (ICT) Industry, managing the portfolio of over 60 Tech companies globally and leading initiatives on inclusive and sustainable digital transformation.

Isabelle is passionate about inclusion and sustainability. She is a Commissioner of the UN Broadband Commission for Sustainable Development. Isabelle is also Member of the Advisory Board of Access Partnership and of the High-Level Advisory Board of the DigitalGoesGreen Foundation. She also sits on the Advisory Board of Women in Tech.

Isabelle holds an MSc in European Politics and Policy from the London School of Economics. She is fluent in French, English, Italian and Spanish.
