This Leader TalkX explores the transformative potential of ICT applications in fostering sustainable development across various sectors. Emphasizing e-government strategies, the discussion focuses on innovating public administrations, enhancing transparency in democratic processes, and strengthening citizen-government relations. Participants delve into the development of national e-government initiatives tailored to citizen and business needs, aiming for efficient resource allocation and public service delivery. Additionally, the discourse highlights the importance of international cooperation in fostering transparency, accountability, and efficiency across all levels of governance.

Ms. Yuhan Zheng
Ms. Yuhan Zheng PhD candidate, National University of Ireland (Geography); Co-chair, IEEE Young Professional Climate and Sustainability Subcommittee (CSSC) for External Affairs Institute of Electrical and Electronics Engineers (IEEE) High-Level Track Facilitator Moderator

Currently, I am a Ph.D. student in the geography department at the National University of Ireland, focusing on the global governance of the energy transition, specifically examining how energy innovation disproportionately empowers local communities. With working experiences with the UNFCCC secretariat in the Intergovernmental Support and Collective Progress Division, I contributed to coordinating the workstreams on the first global stocktake under the Paris Agreement. Now, I’m leading as the global youth policy board for the Asia-Pacific region at FAO (UN Food and Agriculture Organization). I’m chairing the young working group for energy systems at the UNECE in the Sustainable Energy Division. Having contributed to the development and long-term cooperation of WMO (World Meteorological Organization) and youth strategy.

Aside from my academic role, I’m co-chairing external affairs at the IEEE Young Professionals Climate and Sustainability Task Force, monitoring academic and science-based projects, and contributing to long-term collaboration with leading energy institutes like IEA, IRENA, SeForAll, etc.
 
Last but not least, I’m currently serving as International Affairs Manager at WAGA (a renewable energy company dedicated to solving energy poverty starting in African villages), which is dedicated to providing sustainable and reliable lithium-ion battery solutions by recycling and reusing lithium-ion batteries and producing durable and affordable battery powered products.

H.E. Mr. Hubert Vargas Picado Vice Minister Ministry of Science, Innovation, Technology and Telecommunications, Costa Rica

Hubert Vargas is the Vice Minister of Telecommunications at Costa Rica's Ministry of Science, Innovation, Technology, and Telecommunications (MICITT). He has spearheaded key developments in the country's digital landscape, including Costa Rica's first public tender for radio and television frequencies and the national 5G spectrum auction-landmark initiatives that are expanding connectivity and accelerating digital transformation.

With a background in Economics, Law, and International Business, Hubert brings a multidisciplinary and results-driven approach to public policy and ICT regulation. His previous experience includes serving as Chief of Staff to the Minister of Foreign Trade (COMEX) and leading global procurement initiatives in the private sector, particularly in data center infrastructure and advanced technology sourcing.

He is committed to fostering innovation through smart regulation, pragmatic decision-making, strategic partnerships, and sustainable development across the tech and telecom ecosystems.

Eng. Claudia Ximena Bustamante Osorio
Eng. Claudia Ximena Bustamante Osorio Executive Director - Commissioner CRC, Colombia

Claudia Ximena Bustamante has a distinguished career in public policy with significant experience in the telecommunications and technology sectors, spanning over two decades. She currently serves as the Executive Director of CRC and Communications Commissioner for the period 2024-2028. In these roles, she devises and executes strategies to foster ICT competition dynamics in the country, protect users' rights, promote regulatory innovation tools, and manage stakeholder relationships.

She has also held various leadership positions within CRC, including Head of Innovation and Prospective, Head of Government Affairs, and Head of Research and Development. In these roles, she led strategic regulatory initiatives such as regulatory sandbox, crowdsourcing, QoS, net neutrality, code of practice for infrastructure deployment, interconnection, and studies related to OTT platforms, digital economy, and emergent technologies. She established alliances with academic institutions to improve regulation awareness and develop research in technical and regulatory topics.

Claudia has represented CRC in high-level meetings of organizations such as ITU, ICANN-GAC, GSMA and IGF. She has served as President of REGULATEL (Iberoamerican Fórum of Regulators) and Vice President of Policy and Regulation for OAS CITEL-PCCI. Additionally, she has been a negotiator in international trade agreements in collaboration with Colombia's Trade and Industry Ministry for Japan and the Pacific Alliance.


Mr. Daniel Mordecki
Mr. Daniel Mordecki Excecutive Director AGESIC -e-gov, information society and knowledge agency, Uruguay

Daniel Mordecki is an IT expert and Executive Director of the Uruguayan e-government, information society, and knowledge agency, AGESIC. In his role, he leads the digital transformation in Uruguay, which involves coordinating the public and private sectors, academia, and civil society to take advantage of the opportunities offered by digitalization.
He has over 30 years of experience in the private sector of the IT industry, standing out as an expert in User Experience Design, which brings a strongly people-centered approach to the analysis of reality and the development of public policies
implemented by AGESIC.
He also serves on the Board of the UAIP (Public Information Access Unit), the URCDP (Personal Data Control and Protection Regulatory Unit), and the UCE (Electronic Certification Unit), and works jointly with the recently created
Secretariat of Science, Technology and Innovation in the Presidency of the Republic.
He is the author of several books and a college professor.
