This Leaders TalkX session underscores the pivotal role of governments and stakeholders in driving ICTs for development. Emphasizing the vital need for cooperation, it champions the effective participation of all entities. Encouraging the development of national e-strategies, the session promotes structured dialogues involving diverse stakeholders, fostering comprehensive strategies tailored to local and national needs. Sustainability is a key focus, urging stakeholders to involve the private sector in advancing the Information Society. The session also advocates for the establishment of functioning Public/Private Partnerships and Multi-Sector Partnerships by showcasing exemplary models. It supports various measures, including incubator schemes, venture capital investments, and research and development networks, to propel ICT-driven socioeconomic progress.

Prof. Muchanga is a visionary executive with around three (3) decades of management experience in senior leadership positions. He has a Doctorate (PhD) in Computer Science from The Royal Institute of Technology (2006), a Degree in Electronic Engineering from Eduardo Mondlane University (1992), Degree Dissertation for the Technical University of Delft (1992), and attended the Advanced Executive Leadership at UNISA (1998).
Before being appointed Minister, Prof. Muchanga was the Chairperson of the Board of Directors of Mozambique Airline, S.A. (LAM), Non-Executive Board Member of the Standard Bank and Advisor to the Board of Directors of MCNet. Before that, Prof Muchanga was the Chairsperson of the Board of Directors of Mozambique Airports and Chairperson of the Mozambique Communications Regulatory Authority (INCM).
Prof. Muchanga also held the following positions:
Member of the Board of Directors of the Mozambique Communications Regulatory Authority (INCM);
Director General of the Mozambique Communications Regulatory Authority (INCM);
Director General of the National Institute of Meteorology (INAM);
Chair of the Executive Committee of the Communications Regulators Association of Southern Africa (CRASA)
Chairman of the National Commission for Digital Television Migration.
In these journey, Prof. Muchanga played key roles in transforming the communications regulatory body into an autonomous authority, coordinating regulatory issues in telecommunications, postal and digital services and implementing large-scale digital and ICT infrastructure projects.

An accomplished entrepreneur and business leader, Dr. Tijani is a pioneer in the African startup ecosystem and has been instrumental in driving innovation and fostering the growth of tech startups across the continent. He is the co-founder and former CEO of Co-Creation Hub (CcHUB), the leading pan-African technology and innovation center with presence in Nigeria, Kenya, Rwanda and Namibia.
Under his leadership, CcHUB became a vital catalyst for the African tech ecosystem, promoting collaboration, knowledge sharing and the development of groundbreaking solutions to local and global challenges.
Prior to CcHUB, he led the networking and coordination of leading innovation agencies across Europe as European Innovation Manager at PERA, with the aim of standardizing the varying methodologies for commercializing research results. He had also previously worked at the International Trade Centre, in Geneva Switzerland overseeing the design and implementation of technical support programmes geared towards enlightening and assisting exporters in Sub-Saharan Africa in maximising the use of information and communication technologies for export marketing.
Dr. Tijani is a member of the Board of Trustees of the United Nations Institute for Training and Research
(UNITAR) and the International Telecommunications Union (ITU) Digital Innovation Board for the Innovation and Entrepreneurship Alliance for Digital Development. He also serves as Co-chair of the ITU Submarine Cable Advisory Body, reflecting his commitment to strengthening global digital infrastructure.

Stefan Andonovski is a doctoral candidate at the "Justinian I" Faculty of Law in Skopje and a master's degree in international relations at Johns Hopkins University in the USA.
Before his political engagement, he worked for five years in the business sector in Macedonia and is a consultant for international donor projects in the field of digital marketing, communications and media.
In the local elections in 2021, he was elected as a member of the Council of the City of Skopje. From January to June 2024, he holds the position of additional deputy of the Minister of Information Society and Administration in the Government for the organization of the 2024 parliamentary elections.
On June 23, 2024, he was elected as the Minister in the Ministry of Digital Transformation.
He has written papers and columns in domestic and international journals, focusing on international mediation and negotiations, as well as on constitutional reforms in post-conflict systems. He speaks Macedonian, English and Italian, and also speaks Greek and German.

As the Minister for Health and Home Affairs in Nauru, between 2019-2022, Hon. Isabella Dageago, who was a qualified nurse before entering politics, was one of the inspiring women spearheading the campaign to secure the wellbeing of all Nauruans during the COVID-19 Pandemic in 2020. She was also responsible for the valiant effort of Nauru to vaccinate the entire population during the pandemic era.

Since late 2022, I serve the Brazilian Republic as a Commissioner at the Brazilian National Communications Agency - Anatel (which is analogous to the US Federal Communications Commission). My term will last until the end of 2027.
In that matter, I have been assigned by my peers at the Director Council of Anatel, as the speaker of the Agency for debating both the improvement of the ESG Agenda in the communications sector and, also, as the chairman of Infrastructure Committee.
Similarly, during my term, I have been assigned as the President of the Center for Higher Studies in Digital Communication and Technological Innovation at the Brazilian National Telecommunications Agency - CEADI/ANATEL, where we conduct projects and initiatives, in cooperation with several Brazilian universities, which are related to artificial intelligence, cyber security, dissemination of Anatel's accumulated experience with other Portuguese-speaking countries (mostly located in Africa), among others.
Another project worth mentioning is related to the construction of info ways in the Amazon basin, which aims to expand connectivity for the populations in this area, where a large part of them are in a vulnerable situation, such as indigenous and backcountry people living in its farest reaches.

Mr. Kamel SAADAOUI is the President of the Telecom Regulator of Tunisia (INTT) since January 2025.
He had several leading positions such as the Chief of Cabinet of the ICT Minister, Director General of the National Center of Informatics and CEO of the Tunisian Internet Agency.
Mr. Saadaoui holds a Master’s degree in computer science from Michigan State University, 1990.

Ms. Bernadette Lewis was appointed Secretary-General of the Commonwealth Telecommunications Organisation in August 2020. This was a historic appointment as she is the first female Secretary General in the 122-year history of the CTO.
Breaking the glass ceiling is not new to Ms. Lewis; she was also the first female Secretary-General of the Caribbean Telecommunications Union (CTU) since 2003 and is credited for making the CTU the foremost information and communication technology (ICT) inter-governmental institution in the Caribbean.
Ms. Lewis has a wealth of experience and knowledgeable in national and international ICT issues, having also worked in senior positions at the Caribbean Association of National Telecommunications Organisations (CANTO) and Telecommunications Services of Trinidad and Tobago when significant technological changes and convergence were transforming the industry.
Ms. Lewis is passionate about ensuring that the Commonwealth citizens and beyond have affordable access also benefit from effective use of ICT.
