This workshop provides an executive overview of the UAE's strategic framework, detailing how visionary goals are translated into reality. The session offers insights into the Future Technology Observatory (FTO), an evidence-based initiative by the Telecommunications and Digital Government Regulatory Authority (TDRA) designed to navigate technological hype and drive impactful investments.

Discover how this strategic governance enables world-class, citizen-centric services, such as the unified "TAMM" platform from the Emirate of Abu Dhabi, which delivers seamless and proactive government services across various life events and business needs—offering residents a fully digital, integrated experience.

The session will also feature a use case from the judicial digitalization efforts in Dubai Courts, highlighting how advanced technologies such as AI-powered remote litigation, automated case management, and smart judicial notifications are being used to improve judicial efficiency, accessibility, and overall service quality—illustrating the practical impact of AI-native government initiatives across sectors.

Mr. Mohammad Al Khamis

Mohammed Al Khamis is a digital government expert with over 21 years of experience leading national digital transformation programs.

As Director of Development at the UAE’s Telecommunications and Digital Government Regulatory Authority (TDRA), he is responsible for advancing the nation's digital sector. He also directs the UAE Smart Government National Plan, aligning the country's digital government roadmap with strategic goals like UAE Vision 2031 and Centennial 2071.

He has led the creation of key national projects that enhance government services, including the National Digital Identity (UAE Pass), the Digital Vault, and the UAE's Unified Digital Platform (U.ae). He also helped shape critical regulations for the digital era, including the UAE's Digital Signature laws.

Globally, Mohammed contributes to shaping international digital policy. He has chaired an International Telecommunication Union (ITU) working group and is an active member in ITU and ICANN committees. He is a frequent speaker at major forums, including WSIS, UN, and GCC events.


Mr. Khalfan Aljasmi

Khalfan Aljasmi is an accomplished public sector leader with over 19 years of experience in digital transformation and public service modernization. He currently serves as the Director of the Product Management Division at TAMM, where he leads the lifecycle of digital government products, ensuring the integration and delivery of seamless services for the citizens and businesses of Abu Dhabi.

Throughout his career, Khalfan has been at the forefront of driving digital transformation across the public sector. He contributed significantly to the successful integration of over 700 government services, playing a key role in several projects under TAMM's program, where he led initiatives that improved customer experiences, optimized service delivery, and advanced digital government services. As the Director of the Product Management Division, Khalfan focuses on strategic product planning, development, and ensuring that TAMM’s digital offerings align with both user needs and government objectives.

Khalfan's expertise spans digital product management, service integration, customer experience design, and project management. He is dedicated to leveraging innovation and technology to deliver impactful, sustainable services that meet the evolving needs of citizens and businesses.

Previously held position of Director of the Business Continuity & Information Security Office. One of the key leaders involved in driving strategic initiatives aimed at developing the digital judicial ecosystem and promoting innovation in the justice sector.
