From Ethical AI to Digital Peace: A Vision for Inclusive, Secure, and Values-Based ICT Development

The 4th Industrial Revolution presents both unparalleled opportunities and unprecedented risks. This session will explore how global cooperation in ICT — guided by ethics, inclusiveness, and a spiritual commitment to the betterment of humanity — can support sustainable development, peace, and secure digital societies. Anchored in Bangladesh’s strategic reforms and the nation’s vision for “Sustainable Smart Bangladesh 2041,” this session draws from successful digital public finance systems, cybersecurity capacity building, and ethical AI advocacy efforts.

The session will highlight how values-based ICT governance can address cyber threats, digital divides, and ethical challenges posed by emerging technologies. Bangladesh’s progress in strengthening digital infrastructure, implementing e-government platforms like RMS and Nothi, and its participation in global digital initiatives (e.g., WSIS, ITU-led capacity building) serves as a foundational case study. The session will also spotlight intergovernmental cooperation and community-centered innovation—advancing digital inclusion, trust, and cross-border knowledge exchange.

By promoting ethical dimensions of AI, peace-focused digital cooperation, and regional alignment with the Global Digital Compact and SDG commitments, the session aims to redefine digital development not only as a technical pursuit, but as a path toward universal justice and spiritual well-being.

The session will convene policymakers, technologists, scholars, and faith-aligned digital advocates to build a globally inclusive and secure digital future—both for this life and the hereafter.

H.E. Ms. Naureen Ahsan
H.E. Ms. Naureen Ahsan High Commissioner of Brunei Darussalam to Bangladesh Ministry of Foreign Affairs, Brunei Darussalam Speaker

Ms. Naureen Ahsan is a diplomat from the 15th batch of the Bangladesh Civil Service (Foreign Affairs) cadre, having joined the Foreign Service in 1995. She currently serves as the High Commissioner of Bangladesh to Brunei Darussalam.

Prior to her appointment in Brunei, Ms. Ahsan held the position of Director General of the Research Wing at the Ministry of Foreign Affairs, Bangladesh. Her distinguished diplomatic career includes assignments in Bangladesh Missions in Pretoria, The Hague, and Ottawa in various capacities. She has also contributed to national development during a brief deputation at the Bangladesh Investment Development Authority (BIDA) as a Director.

Hailing from Dhaka, Ms. Ahsan holds both bachelor's and master's degrees in Zoology from the University of Dhaka. She later pursued a second Master of Arts with a specialization in Environmental Politics and Diplomacy from the University of Pretoria, South Africa.

Her leadership and insight bring a valuable South-South cooperation perspective to international dialogues, especially concerning inclusive development, climate diplomacy, women’s leadership, and migrant worker welfare in Asia.


Ms. Cristina Bueti
Ms. Cristina Bueti ITU Focal Point on Smart Sustainable Cities and AI-powered Virtual Worlds International Telecommunication Union

Cristina Bueti is the ITU Focal Point on Smart Sustainable Cities and AI-powered Virtual Worlds. She is also the Counsellor of ITU-T Study Group 20 “Internet of Things, digital twins and smart sustainable cities and communities” and serves as TSB/ITU focal point for Latin America. Cristina Bueti graduated from the Faculty of Political Science, Law and International Cooperation and Development of the University of Florence, where she completed postgraduate studies in International Cooperation and Telecommunications Law in Europe. In 2003, Ms. Bueti built on her academic credentials by completing a specialized course in peace keeping and international cooperation with special focus on telecommunications at the Faculty of Laws, University of Malta, before joining the International Telecommunication Union in Geneva in January 2004. As part of the International Women’s Day 2016, she was named as one of the ten Geneva-based inspirational women working to protect the environment. She has authored over 40 reports on telecommunication and emerging technology issues. A native Italian speaker, Cristina is also fluent in English, French and Spanish.


Prof. M. Sohel Rahman
Prof. M. Sohel Rahman Professor BUET, Bangladesh

Dr. M. Sohel Rahman is a Professor of Computer Science and Engineering at the Bangladesh University of Engineering and Technology (BUET). He is a distinguished researcher in algorithms, artificial intelligence, and computational biology, and has made significant contributions to global discussions on technology ethics and AI from the perspective of the Global South.

He is a Fellow of the Bangladesh Academy of Sciences and a Distinguished Member of the ACM. He also serves as an ACM and IEEE Computer Society Distinguished Speaker and is a Senior Member of IEEE. In addition, he is a member of the London Mathematical Society and the American Mathematical Society.

Dr. Rahman serves as an editor for several prominent international journals, including Neural Network, BMC Bioinformatics, PLOS One, and BMC Research Notes. He has authored numerous scholarly publications and frequently speaks at international conferences.

Dr. Rahman is known for advocating responsible AI development, with a focus on equitable innovation and ethical considerations rooted in diverse socio-cultural and religious contexts, including the Islamic worldview.


Eng. Selim Mahmud

I am Selim Mahmud. I am basically a full stack software engineer with diversified experiences in different IT fields. I have completed my graduation in Computer Science and Engineering from Bangladesh University of Engineering and Technology (BUET), Dhaka, Bangladesh. I have had an extensive professional experience of more than 15 years with several national and multinational companies in different IT areas such as Telecommunication, Software Development, IT Project Management, IT Security and Risks, and R&D. Now I have been working as Manager in the department of Software Security & Risk in BRAC Bank PLC.


Dr. Md M. Islam Bulbul

Dr. Md. Mofijul Islam Bulbul, MBBS, MPH. have interest in health science, leadership, social work and diplomacy. I dreamt to serve and treat the people. I am also involved in developing innovative tools for Health System Strengthening. We are developing several software on Monitoring and Evaluation of HSS activities. Recently I have started to work with Commission on Information and Accountability (COIA) for Women and Children’s Health. I am also involved as a delegate from Bangladesh with different international alliance group those who are working in Global Health, Maternal and Child Health, Health Research and Health Policy.


Eng. Md Selim Reza
Eng. Md Selim Reza System Analyst Ministry of Finance, Bangladesh Moderator

Engr. Md. Selim Reza is a seasoned IT professional with over 15 years of experience in Bangladesh's government ICT sector, currently serving as a System Analyst at the Ministry of Finance. With a strong academic foundation—holding a Master's in Information Technology—he has led and contributed to numerous initiatives in website and web application development, network infrastructure, ICT for development, IoT integration, cybersecurity, and smart city systems.

A life member of the Bangladesh Computer Society (BCS) and a Global Member of the Internet Society (ISOC), Engr. Reza is deeply engaged in promoting inclusive, ethical, and secure digital transformation. His interests lie at the intersection of peacebuilding, ethical AI, internet governance, and sustainable development, with a vision of leveraging technology not only for economic progress but also for spiritual and moral upliftment.

Engr. Reza advocates for globally coordinated efforts in ICT to ensure digital technologies are harnessed for the betterment of humanity—both in this life and the hereafter. His work emphasizes equity, ethical responsibility, and faith-based values in technology governance. Through his national and international engagements, he aspires to contribute to a smart and sustainable Bangladesh aligned with global peace and human dignity.
