Ms. Muçaj held the position of General State Advocate from March 2020 to June 2021. For a period of 20 years (December 2000 - February 2020), she practiced as a lawyer at the international law office Tonnuci & Partners, during which she provided legal expertise in Telecommunication, Intellectual Property (Copyright and Industrial Property), Company Law, Contract Law, Tax Law, Mining Law, Administrative Law, related to the harmonization of national legislation with International Intellectual Property law and is specialized in the preparation and interpretation of trade contracts international, concession contracts as well as project financing contracts.  
 
Ms. Muçaj was graduated in law from the Tirana University (1998) and has a master’s degree in Intellectual Property Law from University of Turin (Italy) and the World Intellectual Property Organization (2007); Diploma in International Practice on Capital Markets and Credit, and Diploma in International Mergers and Acquisition operations issued by the International Bar Association and College of Law of England and Wales.  
 
Ms. Muçaj was a lecturer in the course of Intellectual Property at the University of New York Tirana (2013-2016) and is fluent in English and Italian. 

 H.E. Mr. Sidali Zerrouki is the current Minister of Post and Telecommunications of the People’s Democratic Republic of Algeria. A telecom executive, innovation strategist, and serial entrepreneur, he has held several high-level CxO positions across the ICT and digital sectors, bringing over 20 years of experience at the intersection of technology, entrepreneurship, and public leadership. 
Before assuming ministerial responsibilities, Minister Zerrouki was a key architect of Algeria’s startup ecosystem, where he played a transformative role in scaling national innovation platforms, launching funding mechanisms, and boosting regional competitiveness. As a founding force behind several strategic initiatives, he redefined the entrepreneurial landscape in Algeria, paving the way for a generation of innovators and digital creators. 
Minister Zerrouki is an IT engineer by training, holding a Master’s degree from Sorbonne University and an MBA from Paris Dauphine University. His academic and operational background allows him to bridge technological insight with policy execution, positioning Algeria as a regional leader in telecom modernization, digital inclusion, and sovereign infrastructure. 
Under his leadership, Algeria has accelerated the rollout of national fiber-optic coverage, initiated 5G deployment, established AI and cybersecurity skill centers, and introduced regulatory frameworks for digital trust and data protection. Minister Zerrouki is currently leading Algeria’s strategic engagement in regional and multilateral digital cooperation, including its active contribution to shaping the African Union’s Digital Transformation Agenda and advancing the principles of the WSIS process toward inclusive, secure, and future-ready digital societies. 

He worked in the Center of Information Resources and Technologies and the Department of Foreign Relations of the Executive Office of the President of the Republic of Azerbaijan. He worked in the Market Operations Department of the Central Bank of the Republic of Azerbaijan. He worked as the head of the Department of Finance, Accounting and Economic Analysis of the Ministry of Communications and Information Technologies.

He was appointed as the Chairman of Azercosmos OJSC by the Order of the President of the Republic of Azerbaijan dated January 24, 2011. He has been appointed as Minister of Digital Development and Transport of the Republic of Azerbaijan by the Order of the President of the Republic of Azerbaijan dated January 26, 2021.

 Vanessa Matz was born in Liège on August 12, 1973. 
 
A lawyer by training, she began her career as a legal advisor to the Belgian Senate and local authorities, before moving on to political advisory roles at federal and regional level. 
 
Elected to the Senate in 2008, she has been a member of the Federal Parliament since 2014, where she has been actively involved in the Justice, Interior and Public Affairs Committees. 
 
Since February 2025, she has been Belgian Federal Minister responsible for the Civil Service, Public Enterprises, Digitization, Management of State Domains and Federal Scientific Institutions. 

Deputy Minister of Transport and Communications of the Republic of Bulgaria 
Dimitar Nedyalkov has over 15 years of experience in the management of private and state-owned companies in the field of transport and logistics. 
He was member of the parliament in the 47th and 48th National Assembly. He was elected Deputy Chairman of the Parliamentary Committee on Transport and Communications. He was a member of the Committee on Economic Policy and Innovation; the Committee on labour, social and demographic policy, as well as the Committee on the direct participation of citizens and interaction with civil society. 
As executive director of Free Zone - Ruse EAD, specialized in international transport and logistics, he was responsible for the interaction with international clients. He was Deputy Executive Director of "IRIS" AD with the portfolio of international investment management. 
Dimitar Nedyalkov holds a master's degrees in "International Transport and Logistics" and "Production Management" at the Vienna University of Economics, Austria. 
He speaks English, German and Russian. 

H.E. Dr. Chea Vandeth has served as the Minister of Post and Telecommunications since April 2020 and has overseen certain key laws, regulations, and policies, including the Digital Government Policy, draft Laws on Cybersecurity, Personal Data Protection, Postal Services, and Digital Startup Sub-Decree. In addition, Minister Vandeth has successfully implemented a number of strategic reforms of the functions and operations of the ministry, including introduction of digital skill training programs for officials and the digitalization of key administrative procedures. Recognizing the growing importance of digital technology, Minister Vandeth has engaged with tech associations and startup communities to discuss challenges and opportunities, and finally identify elements that can accelerate the tech sector development. More recently, Minister Vandeth has placed high emphasis on improving the quality of telecoms services and working closely with telecoms operators in expanding cell and network coverage across the country.

With over 20 years of public service, Minister Vandeth has held various positions in the government.

After completing his Ph.D. degree in Russia in 1997, Minister Vandeth served as assistant to H.E.Sok An, the co-minister in charge of the Office of the Council of the Ministers (OCM) until 2004. At the same time, Minister Vandeth was also tasked with the positions as the office chief of the Economy Office and later as the Deputy Director of the Department of International Relations. In 2004, Minister Vandeth was appointed the Director of the Cabinet of the Minister in charge of the OCM. He then went on to become the Advisor to the Minister-in-charge of the OCM in 2008 and was concurrently appointed the member of the Board of Directors of Telecom Cambodia. Following the 2013 general election, Minister Vandeth was appointed as advisor to the government.

With strong passion in life-long education, he has pursued another Master's Degree and obtained an Executive Master of Business Administration from Nanyang Technological University, Singapore.

H. E. Mr. SHAN Zhongde received a doctorate degree in mechanical engineering from the Department of Mechanical Engineering, Tsinghua University in 2002. He was elected as an Academician of the Chinese Academy of Engineering (CAE) in 2019. He previously served as the deputy general manager of China Academy of Machinery Science and Technology Group Co., Ltd. (CAM) and the President of Nanjing University of Aeronautics and Astronautics (NUAA). He is currently the Vice Minister of the Ministry of Industry and Information Technology (MIIT) of the People’s Republic of China.

 Originally from Hahaya (Grande Comore), Oumouri Mmadi Hassani is an engineer by training. He holds a Master of Science in Engineering from Saint Petersburg and a diploma in public administration from ENA/INSP, Paris. He has also completed specialized training in parliamentary diplomacy and conflict management in Canada and Mauritius.
After a career in engineering in France, he returned to the Comoros in 2014 and successively held positions as Director General of Public Works, Member of Parliament (2015–2020), and Secretary General of the National Assembly (2022–2024), where he led several internal reforms. Appointed Minister of Posts and Telecommunications in July 2024, then elected Member of Parliament in January 2025, he was confirmed and reappointed on April 14, 2025, as Minister of Posts, Telecommunications, Digital Economy and Transparency.
Since taking office, Mr. Hassani has led several major reforms to modernize the country’s digital and postal sectors:
•       Official launch of 5G and WTTx: Allocation of broadband frequencies to two national operators, marking the Comoros’ entry into the era of high-speed mobile connectivity.
•       Commissioning and inauguration of the National Data Center: Operationalization of a public administration data center to strengthen digital sovereignty and data security.
•       Establishment of the Postal Bank of the Comoros (BPC): Restructuring of the SNPSF to separate postal and banking operations, enhancing service efficiency.
•       Postal sector reform: Creation of an independent postal regulatory authority and transformation of Poste Comores into a key player in digitalization, including the launch of national addressing and coding.
•       Commitment to transparency: Implementation of digital governance initiatives and monitoring tools to improve information access and reinforce public accountability.

Hubert Vargas is the Vice Minister of Telecommunications at Costa Rica's Ministry of Science, Innovation, Technology, and Telecommunications (MICITT). He has spearheaded key developments in the country's digital landscape, including Costa Rica's first public tender for radio and television frequencies and the national 5G spectrum auction-landmark initiatives that are expanding connectivity and accelerating digital transformation.

With a background in Economics, Law, and International Business, Hubert brings a multidisciplinary and results-driven approach to public policy and ICT regulation. His previous experience includes serving as Chief of Staff to the Minister of Foreign Trade (COMEX) and leading global procurement initiatives in the private sector, particularly in data center infrastructure and advanced technology sourcing.

He is committed to fostering innovation through smart regulation, pragmatic decision-making, strategic partnerships, and sustainable development across the tech and telecom ecosystems.

Ernesto Rodríguez Hernández is the First Vice-Minister of the Ministry of Communications of the Republic of Cuba.

Previously, he was Vice-Minister and prior to this, General Director of Information Technology at the Ministry of Communications.

He also was member of the Board of Directors of the Cuban Telecommunications Company S.A (ETECSA). For more than 25 years he has developed his professional life in productive, teaching, research and management activities in the Information and Communications Technologies sector.

He has completed several postgraduate studies in subjects related to,electronics, telecommunications, automation and computer science, has received master's degrees in Management in Information and Communication Technologies, EOI America – CENSAI (2002) and in New Technologies for Education, CUJAE (2007), and a Diploma in Defense and National Security from the National Defense College (2021).

He is a graduate of Electronic Engineering, specializing in Electronic Equipment and Components from the University of Pinar del Río (1992).

Dr. Guido Gómez Mazara is a lawyer, politician, and university professor with a solid academic background and extensive professional experience. 
While studying in New York City, Gómez Mazara was the director of the newspaper Listín USA and worked at the Telemundo television network. Upon his return to the Dominican Republic in 1994, he actively engaged in politics, holding various roles within his political organization, including Legal Advisor to the Executive Branch during the 2000-2004 administration. 
Throughout his professional and political career, Gómez Mazara has demonstrated a firm commitment to state modernization, institutional advancement, the fight against corruption, and the promotion of democratic values in the country. In addition to his political career, Gómez Mazara has been a renowned producer and host of television and radio programs. 
As President of the Board of Directors of the INDOTEL, he leads significant reforms in this sector, with an emphasis on promoting the National Broadband Plan and implementing the 5G network in the Dominican Republic. 
Under his leadership, INDOTEL has been steadily promoting the reduction of the digital divide, facilitating access to technologies and providing the necessary training to turn them into tools for development, with the aim of promoting collective progress and equity throughout the country. During his administration, the connectivity infrastructure in the Dominican Republic has significantly increased, reaching 100% of the municipalities in the country with last-mile fiber optic coverage. The focus is on developing digital skills among the population and addressing affordability issues to increase meaningful connectivity levels and close the digital divide in the country. 

Mark-Alexandre DOUMBA est Ministre de l’Économie Numérique, de la Digitalisation et de l’Innovation de la République Gabonaise depuis mai 2025, après avoir occupé le poste de Ministre de l’Économie et des Participations.
Spécialiste de la transformation numérique, de la finance, du développement et de l’investissement, il a mené des initiatives en Afrique, en Asie et au Moyen-Orient. Il est diplômé de la George Washington University, de la London School of Economics et de la Harvard Kennedy School. Il a été reconnu en 2025 comme Young Global Leader par le Forum Économique Mondial.

Honourable Samuel Nartey George, MP, is a third term Member of Ghana’s Parliament. 
He holds an MSc. in International Strategy & Diplomacy from the London School of Economics, an MA in Conflict, Peace & Security from the Kofi Annan International Peacekeeping Training Centre, an LLB from the University of London and a BSc. in Agricultural Engineering from KNUST. He also holds professional certificates in multiple ICT disciplines. He has previously worked in the Civil Service in Ghana before being appointed Communications Specialist at the Presidency of the Republic of Ghana. He has also served on the Governing Board of the National Information Technology Agency (NITA). Sam George was the Deputy Ranking Member of the Communications Select Committee in Ghana’s National Parliament. He was also a Member of the Public Accounts Committee. 
He is the Secretary-General of the African Parliamentary Network on Internet Governance. 

 He graduated from the Orestiada High School and was admitted to the Law School of the Aristotle University of Thessaloniki.
He holds a postgraduate degree in International Law (AUTh) and an MBA (Hult International Business School), with academic and professional experience in London, Boston, Shanghai, Athens, and Thessaloniki.
He was first elected as a Member of Parliament with New Democracy in 2019.
During his parliamentary career, he assumed key institutional responsibilities, serving with consistency and dedication.

Prof. Dr. László Palkovics serves as the Hungarian Government Commissioner for Artificial Intelligence. Previously, he held the positions of Minister of Innovation and Technology (2018–2022) and Minister of Technology and Industry (2022). With a background in mechanical engineering, he has held prominent roles in both academia and industry, including at the Budapest University of Technology and Economics, MTA SZTAKI, and Knorr-Bremse. His expertise encompasses innovation policy, higher education, and industrial R&D. He has played a pivotal role in shaping Hungary’s AI strategy and advancing technological modernization. In recognition of his contributions to engineering and innovation, he has been honored with several prestigious awards, including the Széchenyi Prize and the Gábor Dénes Prize.

Meutya Viada Hafid graduated with a degree in Manufacturing Engineering from the University of New South Wales in 2001 and later earned her Master's in Political Science from the University of Indonesia in 2018.

She was honoured with the Elizabeth O'Neill Journalism Award by the Australian Government on 11 October 2007 in recognition of her exemplary work in the field of journalism. Additionally, she was named among the five most inspirational press figures in Indonesia by Mizan and was notably the youngest and only female recipient of the award.

Ms. Hafid also played an instrumental role in advancing child protection in the digital space by initiating the Government Regulation on the Governance of Electronic System Operations for Child Protection, enacted on 28 March 2025 under the administration of President Prabowo.

Dr. IMAGAWA Takuo joined Japan’s Ministry of Posts and Telecommunications in 1990 and has since been engaged in various information and communications technology policies at the Ministry of Internal Affairs and Communications (MIC). As Vice-Minister, he has overseen international digital policies, including digital infrastructure, cybersecurity, information integrity, and emerging technologies such as AI. Prior to his current role, he served as Director-General of the Telecommunications Bureau. His career also includes roles as Director-General of the Secretariat, Director-General of the Postal Services Policy Planning Department, and Director-General of the Telecommunications Business Department.

Dr. IMAGAWA holds a B.A.S. and an M.A. in Systems Studies from the University of Tokyo, as well as an M.A. and a Ph.D. in Economics from Harvard University. His academic experience provides a strong theoretical foundation for his policymaking efforts. From 2000 to 2003, he taught economics as an associate professor at Osaka University. He has also served as a visiting scholar at several universities, including the University of Tokyo and Waseda University, and as a research fellow at the Stanford Japan Center-Research. His research interests encompass information economics, industrial organization, and urban economics, and he is the author of numerous books and articles in these fields.

HE Omar Saud Alomar is the Minister of State for Communications Affairs, overseeing the efforts of Kuwait's Central Agency for Information Technology (CAIT), Ministry of Communications (MOC), and the Communication and Information Technology Regulatory Authority (CITRA). His distinguished career spans Information Technology, Internal Audit, and commercial operations, with extensive experience in mobile telecommunications. He has led internal audit functions across 20 operators in Africa and the Middle East, served on various boards, and held CEO positions. Notably, as Head of Commercial for Zain Kuwait, he led market-defining initiatives during a period of significant change, including the rollout of LTE technology, customer care enhancements, and cost optimization efforts. He holds a Bachelor's degree in Computer Science from California State University-Sacramento. 

 Abdulbaset Albaour is a senior digital transformation leader with over a decade of experience advancing digital governance in Libya. As Chairman of GATI and the National Committee for Digital Transformation, he has played a central role in shaping the country’s digital future by formulating national strategies, promoting inter-agency collaboration, and aligning local efforts with global digital governance standards.

He holds a Master’s degree in Information Technology from Tun Abdul Razak University, Malaysia, and has led the design and implementation of foundational national policies and frameworks.

In addition to his leadership in government, Mr. Albaour has served as a member of the General Assembly of the Libya Holding Company for Telecommunications, Post, and Information Technology, and as an Assistant Professor at the Faculty of Information Technology, Misrata University.

His contributions have significantly strengthened Libya’s performance in international benchmarks such as the UN E-Government Development Index (EGDI) and the Global Cybersecurity Index (GCI). He is also a committed member Libyan Cybersecurity Foundation and the Libyan Telemedicine Association.

In recognition of his leadership and impact, Mr. Albaour was nominated for the 2025 UN–Portugal Digital Fellowship, a testament to his dedication to digital innovation, public sector modernization, and inclusive, citizen-centered e-governance in Libya.

Fahmi Fadzil is a Malaysian leader of the new generation who is currently the Minister of Communications. He is serving his second term as a Member of Parliament for the Lembah Pantai constituency. Born in 1981, Fahmi graduated with a Bachelor of Science in Chemical Engineering (BSChE) from Purdue University in Indiana, USA.

Upon assuming his new role in the Ministry, he faced challenges such as addressing internet coverage issues in rural areas and overseeing the implementation of the 5G network in Malaysia. Additionally, he played a key role in the transition from a Single Wholesale Network to a Dual Network approach for the 5G rollout.

In addition to telecommunications, the Ministry is responsible for postal services, broadcasting, media, and the creative industry. As Communications Minister, Fahmi's work also focuses on improving media ethics, protecting press freedom, and addressing the welfare of media practitioners, reflecting his strong commitment to the media industry.

In February 2025, the Malaysian Media Council Bill, championed by Fahmi, was approved by the lower house of Parliament, marking a significant milestone in the country's media governance.

Fahmi played a pivotal role in the installation of His Majesty Sultan Ibrahim as the 17th King of Malaysia. In his capacity as Chairman of the Special Committee for the King's Installation Events, Fahmi was instrumental in organising and overseeing the ceremonies associated with the King's ascension. In March 2025, he was conferred the Darjah Kebesaran Panglima Mahkota Wilayah (Commander of The Order of The Territorial Crown), which carries the title "Datuk." Fahmi also serves as the government spokesperson.

Before entering politics, he was an award-winning theatre practitioner and writer.

Prof. Muchanga is a visionary executive with around three (3) decades of management experience in senior leadership positions. He has a Doctorate (PhD) in Computer Science from The Royal Institute of Technology (2006), a Degree in Electronic Engineering from Eduardo Mondlane University (1992), Degree Dissertation for the Technical University of Delft (1992), and attended the Advanced Executive Leadership at UNISA (1998). 

Before being appointed Minister, Prof. Muchanga was the Chairperson of the Board of Directors of Mozambique Airline, S.A. (LAM), Non-Executive Board Member of the Standard Bank and Advisor to the Board of Directors of MCNet. Before that, Prof Muchanga was the Chairsperson of the Board of Directors of Mozambique Airports and Chairperson of the Mozambique Communications Regulatory Authority (INCM). 

Prof. Muchanga also held the following positions:

In these journey, Prof. Muchanga played key roles in transforming the communications regulatory body into an autonomous authority, coordinating regulatory issues in telecommunications, postal and digital services and implementing large-scale digital and ICT infrastructure projects. 

Mr. Prithvi Subba Gurung is the current  Minister of  Ministry of Communication and Information Technolohy, Government of Nepal and Deputy General Secretary of the CPN (UML), is a seasoned political leader with a distinguished career spanning over five decades. A former Chief Minister of Gandaki Province and former Minister for Culture, Tourism, and Civil Aviation, Gurung has played a vital role in strengthening federal governance, promoting tourism, advocating for labor reforms, and advancing Nepal’s IT sector.

Fluent in Gurung, Nepali, and English, he continues to work towards building a digitally empowered, equitable Nepal while actively engaging in youth development, tourism promotion, and economic empowerment.  He is Committed to building a prosperous, inclusive, and empowered Nepal through service, labor dignity, and federal governance. As a  Minister of the Ministry of Communication and Information Technology (MoCIT), Government of Nepal, he leads the formulation and implementation of national policies, laws, and programs related to communication, information technology, postal services, broadcasting, cyber security, and digital governance. The Minister oversees regulatory bodies, promotes digital transformation, ensures the expansion of ICT infrastructure, strengthens public service delivery through technology, facilitates innovation and startup ecosystems, safeguards citizens' digital rights, and represents Nepal’s communication and IT interests at national and international levels. Additionally, the Minister coordinates inter-ministerial efforts to advance the Digital Nepal Framework and drive socio-economic development through ICT.

An accomplished entrepreneur and business leader, Dr. Tijani is a pioneer in the African startup ecosystem and has been instrumental in driving innovation and fostering the growth of tech startups across the continent. He is the co-founder and former CEO of Co-Creation Hub (CcHUB), the leading pan-African technology and innovation center with presence in Nigeria, Kenya, Rwanda and Namibia.
Under his leadership, CcHUB became a vital catalyst for the African tech ecosystem, promoting collaboration, knowledge sharing and the development of groundbreaking solutions to local and global challenges. 
Prior to CcHUB, he led the networking and coordination of leading innovation agencies across Europe as European Innovation Manager at PERA, with the aim of standardizing the varying methodologies for commercializing research results. He had also previously worked at the International Trade Centre, in Geneva Switzerland overseeing the design and implementation of technical support programmes geared towards enlightening and assisting exporters in Sub-Saharan Africa in maximising the use of information and communication technologies for export marketing.
Dr. Tijani is a member of the Board of Trustees of the United Nations Institute for Training and Research
(UNITAR) and the International Telecommunications Union (ITU) Digital Innovation Board for the Innovation and Entrepreneurship Alliance for Digital Development. He also serves as Co-chair of the ITU Submarine Cable Advisory Body, reflecting his commitment to strengthening global digital infrastructure.

In 2007, he completed his postgraduate studies at the Department of Mathematical Physics, Moscow State University. M.V. Lomonosov, and in 2008 he was awarded the academic degree “Candidate of Physical and Mathematical Sciences”. 
  
From 2008 to 2022, he held various positions in the international network of PricewaterhouseCoopers firms, progressing from an IT systems auditor to director of the artificial intelligence and data analytics practice. 
 
On October 31, 2022, by order of the Government of the Russian Federation appointed to the position of Deputy Minister of Digital Development, Communications and Mass Communications of the Russian Federation.

 His Excellency Engineer Abdullah Alswaha has over two decades of experience in leadership, innovation and entrepreneurship. Throughout his multi-decade career, he has built multi-billion riyal, high-performing organizations in both the private and public sector.

His Excellency was appointed as Minister of Communications and Information Technology in April 2017. Prior to this, he was the Chief Digital Officer of the Kingdom of Saudi Arabia in charge of leading key digitization efforts across the public sector, including the creation of a national digital identity scheme, promoting open data and the enablement of digital entrepreneurship.

Before His Excellency joined the Vision 2030 team, he served in the private sector as the CEO of Cisco Saudi Arabia.

Under his leadership, the company remained the leading digitization partner in Saudi Arabia and the surrounding region. He also founded Ubieva, a social entrepreneurship incubator that went on to launch the first mobile health app in the Middle East.

In addition to his role as the Minister of Communications and Information Technology, he also chairs the board of the Saudi Space Commission, Research, Development and Innovation Authority, King Abdulaziz City for Science and Technology (KACST) and the, Communications and Information Technology Commission, and the National Digitization Committee.

His Excellency is a member of several ministerial level social and economic committees, and sits on the boards of the MISK Foundation and NEOM.

Mr. Alioune Sall is a telecommunications engineer and digital specialist. He was appointed in April 2024 as Minister of Communication, Telecommunications and Digital of the Republic of Senegal. 
He graduated from the École Supérieure d’Ingénieurs Léonard de Vinci and holds a University Diploma of Technology (DUT) in Networks and Telecommunications from the IUT of Villetaneuse (France). He has over 15 years of experience in the telecommunications, digital, and territorial development sectors. 
He began his career in France, notably with the telecom operator SFR, where he held positions of responsibility in network deployment and optimization. He then expanded his scope as a digital development consultant for local governments and as an entrepreneur in digital technologies, strengthening his knowledge of issues related to connectivity, inclusion, and digital governance. 
With this diverse background, Alioune Sall has committed himself to the digital transformation of Senegal, with a vision resolutely oriented towards Africa. He focuses on service accessibility, infrastructure modernization, and digital sovereignty. As head of the Ministry, he is leading ambitious reforms in areas such as universal connectivity, cybersecurity, digitalization of public services, and support for technological innovation. 
His pragmatic approach, technical expertise, and strategic vision make him a committed actor in digital transformation, serving sustainable development and the integration of Senegal into the global digital economy. 
 

Mdm Rahayu Mahzam is the Minister of State at the Ministry of Digital Development and Information, where she focuses on the Ministry’s digital inclusivity efforts and protection of Singaporeans against online harms. She is concurrently the Minister of State at the Ministry of Health. Her area of work includes healthcare financing and promotion of healthy lifestyle.

She previously served at the Ministry of Law and then-Ministry of Communications and Information (renamed as Ministry of Digital Development and Information on 8 July 2024). Prior to her political appointment in September 2020, Mdm Rahayu was a lawyer, specialising in family law.

Mdm Rahayu is a Member of Parliament for Jurong East-Bukit Batok GRC and oversees the Bukit Batok East Division. She is passionate about supporting residents in need and developing opportunities for people to come together to help one another. She has introduced many social programmes in Bukit Batok East, to help families, support students and uplift women. Her initiatives with volunteers have also led to Bukit Batok East being recognised as a Dementia-Friendly Community in Singapore.

In Parliament, Mdm Rahayu has championed the interests of the special needs’ community, youth development, as well as efforts in empowering women and preserving a strong multi-racial and multi- religious community.

As Deputy Chairperson of the REACH Advisory Panel, Mdm Rahayu is closely involved in REACH’s efforts in seeking feedback from the public on national policies and issues. She also contributes nationally through other committees, including the OnePeople.SG Executive Committee and the National Youth Council. She leads the M3 Youth empowerment and mentoring efforts as well as the promotion of healthy lifestyle in the Malay/Muslim community. Mdm Rahayu was one of the co-chairs leading the efforts of the Conversations on Women’s Development. The discussions culminated in a White Paper which was presented in Parliament in May 2022. She also co-chaired the Singapore Together Alliance for Action to tackle online harms, especially those targeted at women and girls. Mdm Rahayu was also involved in the Child and Maternal Health and Well-being Taskforce, as well as the Inter-agency Taskforce on Mental Health and Well-being.

 H.E. Mohamed Adam Moalim Ali is a distinguished statesman whose extensive career in public service has shaped Somalia’s governance and policy landscape. Appointed as Minister of Communications and Technology on April 7, 2024, he also serves as a Member of the House of the People in the Federal Parliament of Somalia, where he plays a key role in national legislation and development. 
He has held several high-profile ministerial positions, including Minister of Livestock, Forestry & Range and Minister of Public Works, Reconstruction & Housing, leading sectoral reforms, infrastructure projects, and sustainable resource management. His leadership in these roles has driven economic growth and resilience in key industries. 
Beyond public service, H.E. Mohamed Adam Moalim Ali has a strong background in the private sector, bringing valuable insights that enhance his governance approach. He is also a dedicated humanitarian, supporting social welfare initiatives through organizations like the Welfare Projects Society and various NGOs, advocating for the well-being of vulnerable communities. 
Academically, he holds a Master’s Degree in Business Administration from MAHSA University in Malaysia, alongside specialized diplomas from ALISON in Ireland. This solid educational foundation equips him with strategic foresight and analytical skills, enabling him to engage effectively on national and international platforms. 
Since his appointment, H.E. Mohamed Adam Moalim Ali has focused on advancing Somalia’s digital transformation, strengthening digital infrastructure, and positioning Somalia in the global digital economy. One of his key achievements has been the re-establishment of the Postal Department and revival of postal services, a significant step in modernizing the country’s communication sector. 
Through his strategic leadership, policy expertise, and commitment to national development, he continues to drive transformative change, fostering innovation and progress for the Somali people. 

Currently, Hon. Jerry William Silaa serves as the Minister for Information, Communication and Information Technology for the United Republic of Tanzania and is the elected Member of Parliament representing the contry's most populated Ukonga Constituency in the Dar es Salaam Region since 2020. At 42 years old, he has established himself as one of Tanzania's most accomplished young politicians.

Mr. Silaa's political career began at the grassroots level within the ruling Chama Cha Mapinduzi party, where he has climbed the ranks over 26 years to serve on the National Executive and the 34-member Central Committee for 13 yrs. He has had the honor of working under the party Chairmanship of both Presidents H.E. John Pombe Magufuli and H.E. Jakaya Mrisho Kikwete. Many of his peers from the party amd its youth league have advanced to significant roles in government, including ministers, deputy ministers, and regional and district commissioners.

Beginning his government political journey as a ward councilor in 2005 at the age of 23, Mr. Silaa progressed to Deputy Mayor at 27 and in 2010 was elected as the Mayor of Ilala Municipality in Dar es Salaam City at 28, where he achieved numerous accomplishments during his tenure.

He served as the Chairman of the Parliamentary Committee for Public Investment in 2022, before his appointment as Minister for Lands, Housing, and Human Settlement Development on August 30, 2023, and subsequently as Minister for Information, Communication, and Information Technology on July 22, 2024.

 Mr Sofiene Hemissi, Minister of Communication Technologies – Tunisia is a general engineer and a graduated of from the National School of Computer Sciences, has more than and brings over 27 years of professional experience in the field of information technologies and national project management. and He has previously held strategic and organizational positions: such as Director General of IT and Information Systems Development at the Ministry of Interior, Local Affairs Department since 2017, Director General of the National Informatics Center  2015 - 2017, Director General of Information Systems at the Ministry of Communication Technologies 2014 -2015, Director General of Strategy and Planning at the State Secretariat for Technology and other organisational and strategic assignments in the IT sector.

Born in İstanbul in the year 1977, Dr. Ömer Fatih Sayan started his career in İstanbul Metropolitan Municipality in 1995 and worked in private companies in Türkiye, Germany and USA in the fields of chip manufacturing, cell phone design and R&D. He carried out studies in entrepreneurship by working under the initiative of Silicon Valley and he gave lectures on Information Law and New Trends in Informatics in many universities in Türkiye and Germany. 
Dr. Sayan has given many lectures in conferences about research subjects and he has many articles published in scientific journals. 
Having worked as Advisor to the Prime Minister and Chief Advisor to the Prime Minister between the years of 2007 and 2014, he was appointed as the Member of the Board of the Information and Communications Technologies Authority (BTK) in January 2014. He worked as the Chairman of the Board & President of BTK between August 2015 and July 2018. Dr. Sayan has been the Deputy Minister of the Ministry of Transport and Infrastructure since 21 July 2018. He has been re-appointed for a second term on 22 June 2023. He is responsible for the activities of the Directorate General of Communications, Directorate General of European Union and Foreign Relations, Informatics Department and Transport, Maritime and Communications Research Centre in the Ministry. Additionally, the activities of Information and Communications Technologies Authority-BTK and Türksat Inc. are also within his responsibility.  Dr. Sayan has been Vice Chairman of Board of Directors of Türk Telekom since 
June 2024.

Baroness Jones has been Minister for the Future Digital Economy and Online Safety and Minister for Legislation since July 2024. As Joint Minister across Science, Innovation and Technology and Business and Trade, she brings a unique perspective – the inner workings of industry, alongside a vision for a future made brighter by technology.  
​Her commitment to Labour has been lifelong – serving on the NEC from 1993, and joining the House of Lords in 2006. With a 30-year history in trade unions, and roles in ombudsman offices and charities, Baroness Jones’ work has always focussed on championing the cause of the citizen. 

Jennifer Bachus is the Acting Head of Bureau for the Bureau of Cyberspace and Digital Policy. Previously she served as Chargé d’Affaires, a.i. and Deputy Chief of Mission at the U.S. Embassy in Prague, Czech Republic.  Prior to that, she served as Office Director for Central Europe at the U.S. Department of State; Special Assistant in the Office of the Under Secretary for Economic Growth, Energy, and the Environment; Deputy Chief of Mission at the U.S. Embassy in Pristina, Kosovo; Political-Economic Counselor in Astana, Kazakhstan; and head of the American Presence Post in Toulouse, France. She also served in Vietnam and Jamaica, as well as on a fellowship at Tufts University’s Fletcher School of Law and Diplomacy.

She has an M.A. from the College of Europe in Bruges, Belgium, and a B.A. from Brown University.  She speaks Czech, French, and Russian, and might still manage to mangle a few words of Vietnamese.

Hon Dr Tatenda Annastacia Mavetera is Zimbabwe’s Minister of Information, Communication Technology, Postal and Courier Services. Since her appointment, she has caused several projects designed to accelerate universal access to Broadband services to be initiated in Zimbabwe, She has modernised the ICT Policy for  the Country, to take into account emerging technologies.  
 
Before being appointed Minister, Hon Dr Mavetera was a member of the Pan African Parliament, where she was the first Vice President of the Youth Caucus.  She is passionate about bridging the gender digital divide in Zimbabwe.  She initiated the youth caucus in Zimbabwe’s 9th Parliament of Zimbabwe,in a bid to see youth issues being addressed.  
In 2021, she initiated a movement dubbed Young Women 4ED, which is designed to ensure that young women are not ignored in all aspects of life. She has also spearheaded the She-Tech initiative, which has seen scholarships being awarded to girls studying  ICTs, in different Zimbabwean Universities. 
 
 
She holds an Honours Degree in Management and Marketing and a master’s degree in strategic marketing. She was also awarded a Doctorate in Humane Letters from the International Women’s University in Zimbabwe for the contribution she has made to emancipate women, more importantly, young women in Zimbabwe. She is a strategic marketer and information communication expert who has been in the Information Communication and Transport industry for the past 12 years.
