As part of the thematic focus on “The Last Mile, Reimagined: Building Truly Connected Communities,” this session will serve as a dynamic platform for spotlighting transformative insights and real-world experiences from across regions. It will highlight both the persistent challenges and bold innovations shaping ICT development, particularly in underserved and remote communities.

By showcasing collaborative solutions and scalable strategies, the session reaffirms Member States’ unwavering commitment to digital inclusion and shared progress. It calls attention to the power of collective action in bridging the digital divide, enabling every individual and community to thrive in the digital age.

Mr. Syahrilazli Mahammad
Mr. Syahrilazli Mahammad Chief, Corporate and International Officer Malaysian Communications and Multimedia Commission, Malaysia

Syahril (SM) brings over 20 years of experience across a diverse range of industries, including Manufacturing, Telecommunications, IT, Oil & Gas, Agriculture, Government, Financial Services, and Management Consultancy. His extensive cross-industry expertise, adaptability to change, and strong track record of performance have earned him C-suite and Non-Executive Director roles in numerous companies around the world.

In recent years, his focus has been on business development, particularly in emerging markets. He has travelled to more than 50 countries to identify and pursue growth opportunities. Passionate about high-impact transformation projects, Syahril is a strong advocate for actionable strategies, prioritising practical execution over theoretical concepts.

His solid operational background enables him to take a pragmatic, results-oriented approach to problem-solving. He is also deeply committed to talent development, believing that with the right guidance and exposure, individuals can unlock their full potential, an essential factor for any organisation’s long-term sustainability and growth.

Outside of work, Syahril enjoys playing pool and golf (despite limited improvement), relaxing at cafés, and people-watching while brainstorming his next big “unicorn” idea to enhance everyday life.


Mr. Mohd Arif Adenan
Dr. Mohd Arif Adenan Head, Nadi Office Malaysian Communications and Multimedia Commission, Malaysia Moderator

Mr. Mohd Arif Adenan currently serve as the Head of National Information Dissemination Centre or NADI, Malaysian Communications and Multimedia Commission Malaysia. He holds a Doctorate in Entrepreneurship from Universiti Utara Malaysia and earned his MBA from Asia eUniversity, Kuala Lumpur. He also attended Executive Education programme in Leadership and Change from Judge Business School, Cambridge University. 

Throughout his 20-years career in Malaysia Administrative and Diplomatic Service, Mr. Arif Adenan has served in few Ministries namely Ministry of Entrepreneur, Ministry of Higher Education, Ministry of Agriculture, Ministry of Health and Prime Minister Department. 

He is also  actively involved in various social and community initiatives. From 2013 to 2022, he served as the Chairman of Putrajaya Professionals Cooperative, where he played a pivotal role in cooperative governance and development. He was a member of the Circle of the Future under the National Transformation Program 2050 between 2017 and 2018 and also chaired the Steering Committee for the People Transformation Seminar (STAR), a collaborative effort between the Prime Minister's Department and his Cooperative. In addition, from 2014 to 2017, he served as a committee member of Putrajaya Lakeclub, contributing to community engagement and recreational development.

Mr. Arif Adenan is also an active contributor to academic and policy discourse through various publications, mostly on Entrepreneurship and Agribusiness.


Mr. Abdullahi Guled Ibrahim
Mr. Abdullahi Guled Ibrahim Digital and Cybersecurity Advisor Ministry of Communications and Technology, Somalia (Federal Republic of)

Abdullahi Guled Ibrahim is a senior Digital and Cybersecurity Advisor to Somalia’s Ministry of Communications and Technology, bringing more than a decade of cross-sector experience in government policy, telecom operations, and capacity-building. He provides strategic direction for the country’s flagship initiatives—including the National Digital Transformation Strategy, Cybersecurity Policy and Strategy, Digital Inclusion Policy, and nationwide digital-skills programmes—aimed at creating an inclusive, secure, and interoperable digital ecosystem. Abdullahi is the Ministry’s lead for external engagement on digital-development projects and serves as Somalia’s focal point to multilateral ICT forums such as WSIS, ITU-D, and regional EAC digital platforms. A founding member of the Somalia Cybersecurity Community, he regularly represents the nation at international conferences, advises on legislation covering data protection and cybercrime, and mentors emerging professionals to strengthen the local talent pipeline.


Mr. Ichwan Makmur Nasution
Mr. Ichwan Makmur Nasution Head of the Centre for International Affairs Ministry of Communications and Digital Affairs, Indonesia

Ichwan Makmur Nasution is the Head of the Centre for International Affairs at the Ministry of Communications and Digital Affairs of Indonesia. With over two decades of public sector experience, he has held various leadership roles across procurement, training, and international cooperation, notably within Indonesia’s National Public Procurement Agency (LKPP). A scientist by training, he began his career as a research scientist at the Ministry of Marine and Fisheries. Mr. Nasution holds a Master of Science degree from Bremen University in Germany and a Bachelor of Science from Universitas Padjadjaran, Indonesia.


Haji Jailani Haji Buntar
Mr. Haji Jailani Haji Buntar Chief Executive Authority for Info-communications Technology Industry of Brunei Darussalam (AITI)

Haji Jailani is the Chief Executive, Authority for Info-communications

Technology Industry of Brunei Darussalam (AITI).

He has 25 years of working experience in the telecommunication industry

covering licensing, spectrum management, broadband, numbering,

convergence, market access, competition and tariff in the

telecommunications market. He was involved in various projects in

developing telecommunication infrastructures such as Asia America

Gateway Submarine Cable Network, AITI Frequency Management System

(AFMS) as well as various regulatory projects such as development of

Radio Regulation, development of Spectrum Pricing and Numbering Plan

for Brunei Darussalam.

He has leads the team that is responsible for regulatory matters in the

telecommunications industry, international as well as on national

infrastructure that mainly looks into broadband deployment of both wired

and wireless technology, postal services, personal data protection and ICT

Industry Development.

Haji Jailani also represents Brunei Darussalam in various international

meetings in International Telecommunication Union (ITU), APEC-TEL,

ASEAN and Asia-Pacific Telecommunity (APT) and has been appointed as

the chairman, moderator and speaker in local and international meetings

and conferences.

Haji Jailani holds Master of Communications Management from Coventry

University under the Chevening Scholarship from United Kingdom in

collaboration with Cable & Wireless in 2004 and obtained his Bachelor of

Engineering in Electrical and Electronics from University of Glasgow,

Scotland in 1999. He also attended Leadership Training Course in National

University of Singapore in 2013.


Eneng Faridah
Ms. Eneng Faridah Chief Enforcement Officer Malaysian Communications and Multimedia Commission, Malaysia

As Chief Enforcement Officer, Malaysian Communications and Multimedia Commission (MCMC), her role is to provide strategic leadership on all matters relating to the enforcement of all laws within the Commission’s jurisdiction.

Has served MCMC for 25 years, 15 years of which at Senior Management level; headed divisions responsible for industry monitoring and regulation, consumer protection, strategic communications as well as advocacy and outreach.

Eneng holds an LLB Hons Business Law and LLM Master of Laws

The session supports several WSIS Action Lines, beginning with C2: Information and Communication Infrastructure, through discussions on telecommunications infrastructure that enable internet access and the establishment of information dissemination centers. It also addresses C3: Access to Information and Knowledge, by facilitating greater public access to digital resources.

Further, the session highlights C4: Capacity Building, focusing on empowering communities through digital literacy, skills development, and access to ICT tools. C7: ICT Applications is reflected in the use of digital solutions to address challenges in sectors such as agriculture and health, particularly in underserved areas.

Finally, the session promotes C11: International and Regional Cooperation, underscoring the importance of collaborative efforts to strengthen and expand the digital ecosystem globally.
