WSIS Action Line C2 addresses some important factors in relation between information and communication technology and advancing society development in term of economy, policy aspect, and technology. Mentioned factors are the essentials aspect to take in consideration when it comes to developing countries. Information is a key to success in any possible field as it can be used to enhance, modify, discover, create, possibilities to drive the economy, technology and policies of societies. In association with that, infrastructure is a determining factor to collect data, locate issues, and provide solutions which can increase the robustness in the process of enhancing conditions and fulfill the targets of SDGs.
