Summary:

The existing ITU-T E-series Recommendations provide a well-established framework for the application, assignment, publication, audit and reclamation of international numbering resources. However, formal assignment does not necessarily lead directly to network activation or global reachability. In practice, assignees, local operators, international transit operators and other relevant stakeholders may lack a common understanding of the information to be prepared, the responsibilities to be undertaken and the steps required after assignment.
To address this gap, coordinated implementation among the relevant stakeholders is needed. This includes publication and exchange of numbering plan and implementation information, routing and interconnection preparation, network configuration, testing, activation confirmation and post-activation maintenance.
This draft Technical Report provides implementation guidance for the activation and interconnection of assigned international numbering resources, with particular emphasis on ITU-T E.164 shared country codes and associated identification codes used for Networks. It defines the roles and responsibilities of the relevant stakeholders, identifies the implementation information to be published and exchanged, and provides a reference process from assignment confirmation to operational activation and subsequent maintenance. The goal is to support the timely, orderly, secure and sustainable activation, interconnection and global reachability of assigned international numbering resources.
