Summary: Migrating from traditional cryptography to post-quantum cryptography (PQC) is a complex, multi-year process. Crypto-agility, the ability to efficiently and securely replace or adapt cryptographic algorithms, is crucial for addressing the uncertainty of PQC algorithms and risks during migration. This Technical Report provides a implementation guidelines for crypto-agility in PQC migration. The report offers recommendations and guidance for achieving agility from the dimensions of organizational management, technical implementation, supply chain management, and agility maturity assessment. It also explores typical challenges that organizations may face during agile migration and corresponding countermeasures.
