Summary:

As new quantum-resistant algorithms are available, Rec. ITU-T X.510 | ISO/IEC 9594-11 needs update to reflect the formal specification of the new algorithms using the ASN.1 ALGORITHM information object class to allow the new algorithms to be included in communication protocols using the plug-in concept.
It is also suggested to remove Annex H and make that a new part of the ITU-T X.500 series of Recommendations | ISO/IEC 9594 series providing a cryptographic algorithm migration specification.
