The recommendation draft presents the requirements and framework of AI-based semantic communication for video calls. First, application scenarios and service requirements are described. Then, a reference framework consisting of each functional component is presented. Finally, technical requirements of each functional component will be specified in order to provide semantic communication based video calls, such as semantic extraction, semantic data transmission, semantic reconstruction, semantic QoE evaluation. According to the practical performance of the terminal, the schematic diagrams of different frame modes are further demonstrated. Finally the processing procedure of AI-based semantic communication for video calls is given.
