Summary: FMSC is the capability that provides services and applications to end users regardless of the fixed, mobile or satellite access technologies being used. On the basis of the standardization progress of FMSC and autonomous networks, it is necessary to specify a standardized framework of autonomous networks for FMSC, which will provide a guideline and a solution for autonomous networks for FMSC for IMT-2020 and beyond. This work contributes to the development of the standardization series of FMSC and autonomous networks; and is market valuable for network operators, service providers, and end users, for the reason that autonomous networks improve the autonomy capabilities for network operation and management, and enable the efficient utilization of heterogeneous resources. This Recommendation specifies the autonomous networks for FMSC for IMT-2020 networks and beyond, in the aspects of general considerations, requirements, framework, network function enhancements, procedures and security considerations.
