Summary: Against the backdrop of the continuously increasing pressure of global climate change, the problems of excessive resource consumption and GHG emissions brought about by the rapid development of the logistics industry have become increasingly severe. However, ICT technology has significant advantages in helping the logistics industry achieve energy conservation, GHG emission reduction and efficiency improvement. This proposal aims to clarify the basic principles, application methods and evaluation of effectiveness of ICT in the entire process of low carbon transition of logistics. It provides operational and technical guidance for the logistics industry to address climate change and achieve GHG emission reduction targets, while also offering a scientific basis for government departments to formulate relevant policies. The Recommendation provides guidelines of using ICT for low carbon transition of logistics. The low carbon transition of logistics using ICT refers to the development of energy conservation, emission reduction and efficiency improvement throughout the entire process, including warehousing, transportation, loading and unloading, sorting, packaging, distribution and reverse logistics, in order to cope with the pressure of climate change. This Recommendation focuses on three contents:(1) Develop the basic principles, such as Systematic, technology-driven, continuous improvement and collaborative sharing, to ensure that ICT can effectively support and facilitate the low carbon transition of the logistics. (2) The method of using ICT for low carbon transition in all process of logistics, including digital warehouse management, dynamic route planning, automated goods sorting, and intelligent packaging design, etc. (3) Establish a set of evaluation indicators to enable stakeholders to quantitatively assess the application effectiveness of ICT, such as intelligent scheduling of emission reduction rate, energy consumption intensity of automated warehousing, mileage reduction rate after the optimization of the transportation route.
