Summary: Uninterruptible Power Systems (UPSs) are backup power systems that supply electrical energy during power outages or emergencies. They are essential for ensuring reliable power delivery to critical infrastructure such as hospitals, power plants, airports, military facilities and data centers. UPSs are also widely used to support critical loads (facilities or systems) in buildings, factories, enterprises, and other environments. Li-ion batteries (LiBs) are increasingly being adopted for UPSs instead of traditional lead-acid batteries due to their higher energy density, which enables more compact and space-efficient UPS designs. This transition is further driven by rising energy demands. However, despite these advantages, Li-ion batteries come with specific safety risks, most notably thermal runaway, which can lead to fires or explosions if not properly managed. These risks introduce new safety challenges and require well-defined mechanisms for the detection of faults and fire-precursor phenomena, as well as for prevention the failures and fire hazards. Therefore, Li-ion battery-based UPSs (LiB-UPSs) should be effectively managed to ensure the continuous supply of electrical energy to critical infrastructure. The management system performs real-time monitoring and control of LiB-UPSs based on data collected from both the Power Electronic Converter System (PECS) and the battery system comprising the UPS. This draft Recommendation defines a management system framework for LiB-UPS, including the information required to monitor operational status and to detect faults and fire-precursor phenomena in a LiB-UPS. It also specifies methods for the detection and prediction of faults and fire-precursor phenomena and procedures for the prevention of failures and fire hazards in LiB-UPS.
