Summary: The concept of trust is complex, with meanings that vary depending on individuals and contexts. It typically involves a firm belief or confidence in the reliability, integrity, ability, or truth of someone or something, based on experience, evidence, or social norms. Trust can be implicit or explicit, rational or emotional, and evolves based on interactions and outcomes. WTSA-24 on October 2024 approved WTSA-24 Action on COM4/2 (Trust) in draft proceedings of WTSA-24 as follows: WTSA-24 instructs ITU-T study groups, inter alia Study Groups 13, 17 and 20, to establish a coordination mechanism amongst the study groups in order to deliberate on the topic of "trust" (including trusted information) and "trustworthiness", and report to TSAG. In addition, WTSA-24 approved SG17’s general areas of study to include the wording “trust” as follows: ITU-T Study Group 17 is responsible for developing international standards to enhance confidence, security and trust in the use of telecommunications/ICTs, in the context of an ever-growing attack surface and confronted with an unbalanced threat landscape. While providing security by ICTs and ensuring security for ICTs are both major study areas for ITU-T Study Group 17, it is recognized that the other ITU-T study groups may study security aspects within their mandates. It is time to develop the trust framework for Telecommunications/ICT.
