Summary: With the growth of global communication technologies, some developing countries have advanced emerging network construction, but issues like fund shortages and a lack of technical personnel are still exist. This may widen the gap between them and developed countries and also among developing countries. Some developing countries have made strides in new telecommunications/ICT infrastructure via international aid, while others struggle with network access. Developing countries, in a rapid growth phase, stand to gain much from sharing telecommunications/ICT infrastructure. It boosts resource utilization by enabling regions or organizations to share network and data center resources, avoiding duplication and achieving optimal allocation. It drives industrial upgrading and innovation, providing enterprises with cost-effective network resources, lowering innovation barriers, and spurring traditional industry transformation. It also promotes regional coordination, facilitating exchanges and cooperation, and enhancing overall competitiveness. Additionally, it furthers green and sustainable development, helping developing countries meet carbon reduction targets. ITU-T SG13 has already standardized several Recommendations related to infrastructure sharing, such as Y.2345(Scenarios and requirements of network resource sharing based on distributed ledger technology), Y.3082(Mobile network sharing based on distributed ledger technology for networks beyond IMT 2020 – Requirements and framework) and Y.3215(Fixed, mobile and satellite convergence – Requirements of network sharing for IMT-2020 networks and beyond). This supplement mainly provides typical use cases and scenarios for telecommunications/ICT infrastructure sharing, which has a complementary relationship with the above Recommendations.
