Summary: FMSC is the capability that provides services and applications to end users regardless of the fixed, mobile or satellite access technologies being used. On the basis of the standardization progress of the lightweight network, including the lightweight core [ITU-T Y.3114], it is necessary to specify a standardized framework of lightweight network for FMSC, which will provide a guideline and a solution for lightweight network in FMSC network for IMT-2020 and beyond. This work contributes to the development of the standardization series of FMSC and IMT-2020 networks; and is market valuable for network operators, service providers, and end users, since the lightweight network is one of the key design objectives for FMSC network, and it enables the optimized use of heterogeneous resources. This Recommendation specifies the lightweight network for FMSC for IMT-2020 networks and beyond, in the aspects of general considerations, requirements, framework, network function enhancements, procedures and security considerations.
