The personal health record(PHR) is an electronic record that contains an individual's health-related information such as biometric data, medical history, medications, data generated by personal health devices, clinical test results, and other relevant health information. This term refers to data that is not only centred on patients/consumers but is also controlled by patients themselves. Since this refers to all health data collected on patients, it includes not only healthcare data recorded within healthcare organisations but also various health-related data gathered outside of healthcare organisations.
The personal health devices, such as wearable fitness trackers and medication monitors, generate substantial data that is stored within digital health platforms. This subset of PHR data is defined as a person-generated health record (PGHR), is specifically produced and managed by individuals and forms an integral component of the broader PHR.
This (draft) Recommendation provides a framework for the management of PGHR within the digital health platforms. This framework defines the concept of PGHR which is the subset of PHR, the framework for management of PGHR and its associated stakeholders, and the requirements for control and management. This framework aims to enhance the interoperability, security, and usability of PGHR within the context of the digital health environment outside of the healthcare organization.
