Summary: A key challenge for data processing and management is that often interoperability needs to be addressed across a number of layers to process and manage the data successfully. It is often not sufficient to address technical interoperability without also ensuring semantic interoperability between the data being shared, processed and managed and addressing any barriers to data processing and management related to the different processes and organisational constraints of the organisations sharing and processing the data. This Recommendation covers: How the development of Recommendations related to technical and semantic interoperability should take these wider considerations into account; and What requirements and recommendations smart cities and communities need to follow to allow them to gain maximum value from Recommendations related to technical and semantic aspects of data interoperability by addressing the organisational and other barriers to interoperability of data. It will do this by providing a framework and requirements for interoperability that sets technical and semantic interoperability alongside, for instance, operational interoperability.
