Summary:
|
The purpose of the proposed work item is above all to identify ways of reducing process inefficiency in centralized systems currently in place in a number of countries, facilitating the prudent and transparent use of funds and providing a clear and automatic definition of the roles and responsibilities of all stakeholders in the new distributed framework. Consequently, this work item supports SG3-C369, SG3-C356, and SG3 RGM Q1/3-C1 proposing the study of using distributed registry technology to enhance transparency and efficiency in the administration of the Universal Service Fund. This work item also aims to define best blockchain-based practices in order to ensure the access of remote and rural populations to, inter alia, international telecommunication services.
