Summary: Scope: In view of the increasing usage of the data services by the consumers, the time has come to enunciate the principles for tariff regulation for data services as the regulatory prescriptions hitherto, on non-discrimination and transparency in tariff offers were more focused to address the regulatory concerns in voice telephony. Prior to developing this draft new Recommendation, the ITU D.10 will be visited to examine whether it can be revised to capture the proposed principles below. Purpose: With the introduction of 3G technologies (WCDMA and EVDO), 4G technology and next generation technologies in telecom networks and subsequently the mass adoption of smart-phones, the consumer experience in accessing Internet on the handsets has improved dramatically. As a result, the number of subscribers accessing data on their handsets across the globe has risen significantly necessitating the need to examine the regulatory principles as they would apply to the tariff for data services and having policy guidelines including principles for tariff framework of Data Services has become a key priority area for ITU Member States. Contents of the Recommendation: The new draft recommendation would cover the suggested following principles for tariff regulation of data services. - Fair and Non-Discriminatory - Transparency - Pro-competitive - Cost-based The draft Recommendation should suggest Implementation guidelines of Data tariff regulation principles.
