Summary: This draft Recommendation is to propose general principles for ICT manufacturers to understand and establish appropriate carbon accounting scopes and methods, deliver carbon information in the supply chain, and present the contribution to carbon reduction and carbon neutrality. Furthermore, the intensity of influence by the suppliers on carbon emission should be identified, compared, and assessed throughout the whole supply chain. The sensitivity of carbon emissions of suppliers to the final products should be addressed and evaluated. The input and output of energy and resources should be considered into carbon accounting as well. In addition, the best practices will be collected, presented, and advocated.
