Summary: The level of RF EMF exposure depends on the type of radiocommunication systems and the way in which it is used by the user. Some systems like broadcasting represent a rather constant and stable level of RF EMF exposure and do not depend on the time of the day or the frequency of use. Other systems, like mobile communication, depend on the intensity of the traffic, as well as the exposure from base stations. The beamforming antennas that are introduced with 5G mobile systems, give an additional time variation of the exposure level. Current regulations related to exposure levels are largely measured based on the maximum traffic in the mobile network, which is substantially different in comparison with the real exposure level. The peak to average exposure level is directly related with the time averaging required in the compliance assessment. This Recommendation will demonstrate the differences between peak and real exposure levels and their relations with time averaging. In this Recommendation EMF levels variation in time and space are not considered because of different weather and radiowave propagation conditions.
