This draft Recommendation introduces the concept and principles of socio-technical recommendations (STR) to bridge gaps between technical standards and socio-economic barriers. STR will help solve the problem of monitoring the impact of new ICTs on high-level characteristics by defining a clear correlation between ICT development indicators and social standards (living standards) which is important for not only to developing countries.
