Summary: In the last decade, climate change and natural disasters affected most of the countries all over the globe. The consequence such as tropical storms, floods and droughts directly affect social and various industrial sectors including ICT. In this regard, the deployment of special emergency telecommunication network becomes a first and important aid for civilians afflicted by natural disasters. The rapid deployment of such networks is fundamental. Currently, the emergency systems, which are used in a natural disaster cases, are based on the existing technologies such as space-based networks (e.g. Iridium, etc.). However, in forthcoming 5G and IoT era, there are some technologies which may play an important role in helping to provide wide number of ICT services from simple voice/video communication up to telemetry exchange, to name a few. All these services which are rapidly deployed in harmed country may sufficiently change the situation and help to save life of victims of natural hazard events. The goal of this Recommendation is to describe the functional elements, services and signaling architecture of emergency telecommunication network which can be rapidly deployed in a country affected by a natural disaster.
