الغرض من التوصية ITU-T F.744 وصف خدمات ومتطلبات شبكة المحاسيس واسعة الانتشار (USN) من أجل البرمجيات الوسيطة لهذه الشبكات. ولتوفير مختلف خدمات الشبكة USN بسهولة وفعالية، يُحبذ تحديد كيان وسيط كبرمجية وسيطة للشبكة USN من أجل توفير الوظائف التي تحتاج إليها خدمات الشبكات USN في العادة. وتغطي هذه التوصية وصف الخدمة USN ووصف البرمجية الوسيطة USN وحالات استعمال الخدمة USN باستعمال البرمجية الوسيطة USN والنموذج الوظيفي للبرمجية الوسيطة USN ومتطلبات البرمجية الوسيطة USN.
