CIS1: Developing infrastructure to promote innovation and partnerships in the introduction of new technologies – the Internet of Things, including the industrial Internet, smart cities and communities, 5G/IMT-2020 and next-generation NET-2030 communication networks, quantum technologies, artificial intelligence, digital health, digital skills and environmental protection

South Caucasus countries received technical and planning support in spectrum coordination for Digital Audio Broadcasting (DAB), enabling harmonized plans and cross-border cooperation. This improved spectrum efficiency and laid the groundwork for regional DAB deployment, enhancing digital audio services and cultural access in underserved areas.

In Armenia, a forum was co-organized with GSMA and the Ministry of High-Tech Industry to explore network convergence, private networks, and AI. The country launched commercial 5G, licensed Starlink, and set phased coverage targets—20, 40, and 60 per cent of cadastral areas—alongside goals for 4G+/LTE on major roads and full 5G in key hubs.

In Dushanbe, Tajikistan, a 5G and AI training was organized with the country’s government and other partners. It united telecom experts, regulators, and officials to share global best practices and boost network efficiency. The event prompted government pledges for spectrum reform and infrastructure upgrades to expand high-speed connectivity in remote regions, advancing digital inclusion and economic growth.

A CIS-wide forum was hosted in Russia on next-generation networks beyond 5G, artificial intelligence, immersive tech, and the metaverse. Experts discussed standards harmonization, privacy frameworks, and infrastructure readiness for future information and communication technology applications, emphasizing regional cooperation to shape inclusive digital ecosystems.
