CIS3: Creating an enabling legal and regulatory environment to accelerate digital transformation
Funded by the Eurasian Development Bank, the Digital Government Cooperation project supports Central Asia and the Caucasus through GovStack learning, regional collaboration, and global promotion of local digital solutions. Partnering with National Information Technologies JSC (NITEC), it aims to build institutional capacity and interoperable digital public infrastructure.
Hackathons in Qostanay, Kazakhstan, and Batken, Kyrgyzstan, fostered youth innovation. Students in Kazakhstan developed AI tools for local businesses, while 90 young participants in Kyrgyzstan’s BATKEN 4.0 created digital products, with 15 teams advancing to the final round after two months of development.
In Bishkek, Kyrgyzstan, 50 university students formed teams to develop digital government solutions. In Belarus, sessions in Gomel and Minsk—organized with local universities—focused on startups and AI, guiding students through business models and minimum viable products. These activities built technical skills and encouraged youth involvement in public service innovation.
