The Kigali Action Plan is the Telecommunication Development Bureau’s mandate to impact and improve lives around the world through digital technology.

The Kigali Action Plan set out five priority areas – Affordable connectivity; Digital transformation; Enabling policy and regulatory environment; Resource mobilization and international cooperation; Inclusive and secure telecommunications/ICTs for sustainable development – through which we deliver our work driving meaningful connectivity for all and support countries on their digital transformation journeys.
