Honduras advances toward modern telecommunications regulation

Honduras has taken a major step toward modernizing its telecommunications framework with the development of a new telecommunications law, prepared through an ITU-implemented project.

Presented in September to the National Telecommunications Commission of Honduras (CONATEL), the draft law aims to align national regulation with international policy best practices and support inclusive, future-ready meaningful connectivity.

The draft was developed jointly by CONATEL and the ITU Telecommunication Development Bureau (BDT), with contributions from both international experts and CONATEL specialists to ensure it reflects global best practices and national technical priorities.

CONATEL welcomed the draft with strong institutional backing. The commission described the initiative as a turning point for the country’s telecommunications sector, ushering in a modern legal framework that strengthens technical skills, promotes transparency, and guarantees universal access and user protection.

The draft law integrates ITU BDT regulatory instruments, including the Regulatory Tracker and G5 Benchmark framework, and draws extensively on ITU technical reports and publications. It sets out clear guidelines for a competitive, innovation-driven sector and aims to consolidate spectrum management and digital inclusion efforts across Honduras.

In addition to the draft law, ITU has submitted a comprehensive package of supporting documents and technical studies to assist CONATEL in advancing its regulatory agenda and preparing for the legislative process. Once the law is adopted, ITU will continue to support Honduras in developing the detailed regulations and policies necessary for its effective implementation.
