
Empowering the Future: Advancing Digital Regulation for a Connected World
The ITU Telecommunication Development Bureau (BDT) joined forces with the Digital Regulatory Academy (DRA) of the Communications, Space and Technology Commission (CST) of Saudi Arabia to drive digital regulation and transformation worldwide.
The collaboration has supported countries in achieving the goals of the 2022 World Telecommunication Development Conference (WTDC) Kigali Action Plan through trainings and knowledge sharing on digital regulation and transformation, and has enhanced partnerships with national, regional and global organizations.
Key activities
From 2020 to 2024, the DRA fostered innovation, strengthened regulatory frameworks, and empowered BDT Members with the knowledge to navigate the digital age.
Achievements included:
- 12 comprehensive courses through Digital Regulation Training Programs.
- The publication of two articles, Regulatory Sandboxes: A Pathway to Innovation and Digital Transformation Strategy: A Step-by-Step Approach.
- Five self-paced e-learning courses delivered through the ITU Academy platform.
- Refreshed four training modules on digital regulation, available on the Digital Regulation Platform.
“CST Saudi Arabia’s Digital Regulatory Academy has significantly strengthened the capacity of our community in addressing digital transformation challenges. Their unwavering commitment and innovative approaches have a lasting global impact,” said Dr. Cosmas Luckyson Zavazava, Director of ITU’s Telecommunication Development Bureau.
The project successfully engaged over 900 participants from 140 beneficiary countries, with a focus on Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs), and Small Island Developing States (SIDS). These countries include Algeria, Andorra, Australia, Azerbaijan, Bahrain, Benin, Burkina Faso, Burundi, Cambodia, Cameroun, Central African Republic, Comoros, Côte d’Ivoire, Democratic Republic of the Congo, Djibouti, Dominican Republic, Ecuador, Egypt, Ethiopia, Gabon, Ghana, Guinea (Republic of), Iran, Iraq, Jordan, Kuwait, Lebanon, Liberia, Madagascar, Malawi, Mauritania, Morocco, Niger, Nigeria, North Macedonia, Oman, Pakistan, Paraguay, Portugal, Qatar, Rwanda, Samoa, Saudi Arabia, Sierra Leone, Singapore, Somalia, St. Kitts & Nevis, St. Vincent & Grenadines, Sudan, Suriname, Syria, Tanzania, Timor-Leste, Tunisia, United Arab Emirates, United Kingdom, Uruguay, Vanuatu, and Yemen.
