Balša Femić

Balša Femić is the Manager of the Department for Infrastructure and Equipment at the University of Montenegro’s Center for Information System. With over 25 years of experience in information and communication technologies, he has been instrumental in developing and modernizing the University’s IT infrastructure.

Balša is an active user and advocate of IPv6 technologies, contributing to the University’s adoption of next-generation internet protocols. In collaboration with BDT, he supported the establishment of an IPv6 Laboratory at the University of Montenegro, which serves as a platform for hands-on training and testing for IPv6 implementation, ensuring long-term benefits for students, researchers, and ICT professionals.

He oversees the design, deployment, and maintenance of core network systems, data centres, and virtual environments supporting academic and administrative operations. Under his leadership, the University manages more than 300 virtual machines, ensuring secure, efficient, and reliable digital services across all faculties and research units.

He began his career at the University in 1998 as an IT Engineer and has since advanced through roles of increasing responsibility, becoming Chief Engineer in 2018 and Head of Department in 2023. He holds a Specialist Academic Degree in Computer Science and Information Technology from the University of Montenegro.

The IPV6 laboratory is more than just a technical innovation. It’s a driving force behind inclusive, sustainable and technologically advanced societies.
