Zaozhuang High-tech Industrial Development Zone shows how a shared urban intelligence platform can strengthen everyday environmental management and emergency response. This U4SSC case study examines the zone’s “City Brain”, which combines AI, cloud computing, big data, IoT and 5G in three locally relevant applications. For forest-fire prevention, ground sensors, UAVs, satellite data and video analytics identify risks before human operators verify alerts and deploy resources. For urban flood control, cameras and AI detect dangerous water levels, trigger local visual and audio warnings, notify staff and support remote gate operation. At construction sites, continuous noise, PM2.5 and PM10 monitoring, video surveillance and automated alarms activate mitigation equipment. Reported benefits include faster and more accurate hazard awareness, better coordination, improved safety and lower staffing requirements. The study stresses that final decisions remain human-led and identifies continued investment, evolving algorithms, sustainable business models and computing costs as key constraints. Centralised development and shared access to intelligent-computing infrastructure can help make this model affordable and transferable.
