The Global Economic Model and Study (GEMS) tool is an initiative of the ITU Telecommunication Development Bureau (BDT) designed to help countries close the digital divide and advance universal, meaningful connectivity. GEMS is a comprehensive econometric modeling tool that enables policymakers, regulators, and operators to assess the economic, social, and financial viability of broadband deployment. By integrating country-specific data with robust econometric analysis, GEMS evaluates the impacts of ICT investments, estimates returns on investment for both society and industry, and tests how policy, regulatory and financing interventions can reduce investment burden. Anchoring digital strategies in solid economic evidence, GEMS supports financially sustainable broadband expansion, informed regulation, and effective public-private collaboration.
