5.3.3 Reporting on “Reasonableness”:
The output from the verification activity includes the city’s data, along with the data collection
template and the verification summary report. These will be reviewed by the Senior Verifier and
ITU, who, upon its approval, processes the report for the city. The Senior Verifier and/or ITU may
return the report to you requesting clarification of your conclusions. Any such requests will be
clearly defined and linked to the relevant KPI. It is incumbent upon the Verifier to respond to the
questions, including involving the city if and as applicable, in a timely manner.
The Verifier’s summary report is not to be submitted to the Review Committee until all concerns or
questions have been addressed. Questions that emanate from the review, which must be answered
before a “reasonableness” conclusion can be arrived at, must be posed in the following manner:
I. Cite the specific KPI.
II. Indicate the data reported by the city.
III. Indicate the nature of the concern with specific, objective data.
IV. Close with wording to the effect “Please review and explain. Correct or rationalize as warranted”.
Your KPI Questions report should include any questions posed to the city, their responses, and
your acceptance, with rationale as applicable, of the responses.
