5.2 Verification outputs
The verification process requires several reports and data templates to be completed by the Verifier,
including:
• U4SSC Data Collection Template – Excel spreadsheet
• Verification Summary Report
• Verification Attestation Report
In addition, the Verifier will prepare the following reports which will be published by ITU/U4SSC:
• U4SSC Verification Report
• U4SSC City Snapshot
• U4SSC Certificate
The preparation of the reports is further explained within section 10 of this manual.
These tools will be given to each Verifier and will be reviewed in the training session.
5.3 Verifier role
The role of the Verifier is to ascertain the reasonableness and plausibility of the data presented.
It is important to note that the reporting metrics are not absolutes. The indicators enable cities to
measure their progress over time, compare their performance to other cities and through analysis
and sharing, allow for the dissemination of best practices and set standards for progress in meeting
the Sustainable Development Goals (SDGs) at the city level.
For example, a city in a more developed country may report similar percentages of the water supply
system to be covered by ICT as a city in a less developed country. While this may be the case, the
city in the more developed country very likely has a much higher percentage of its population
connected to its formal potable water supply than the city in a less developed country. The intent of
the indicators is designed to set baselines so that progress to drive improvement may be quantified.
The purpose of the indicators, and the evaluation and use thereof, is to standardize the way the
sustainability, smartness and viability of urban environments are improving.
5.3.1 Considerations for the assessment of “Reasonableness”:
As a Verifier, your role is to make a general assessment of the integrity of the data presented. Your
conclusions as to the integrity of the data are to be based on the following dimensions:
a. Reasonableness: When assessing “reasonableness” you must consider the context of the city.
