Delivering Digital Transformation through Thematic
Priorities
In pursuit of heightened collaboration and coordination across key programmes, projects and
regional initiatives, we have centred our work around thematic priorities as defined by the Buenos
Aires Action Plan to strengthen coherent and focused workstreams that are relevant to all
countries and cut across least developed countries (LDCs), small island developing states (SIDS)
and landlocked developed countries (LLDCs). The priorities frame BDT’s mandate and embody
the need to deliver meaningful connectivity in the quest for digital transformation for all.
Furthermore, they will improve delivery of:
• The WTDC-17 goals and objectives;
• The Connect 2030 agenda; and
• The 2030 Agenda for Sustainable Development.
Thematic Priorities
Our thematic priorities are defined as:
CYBERSECURITY •To create a better-trusted cyberspace for all where Member States respond to cybersecurity incidents
and threats
DIGITAL INNOVATION ECOSYSTEMS •To accelerate digital transformation through innovation and entrepreneurship
DIGITAL SERVICES & APPLICATIONS •To digitally transform countries through the provision of digital services applications
DIGITAL INCLUSION •To increase the capacity of societies through wider and more inclusive use of technologies
EMERGENCY TELECOMMUNICATIONS •To build reliable ICT networks, systems and platforms to reduce loss of lives and economic losses
caused by disasters
ENVIRONMENT •To create a circular economy for ICT equipment where discarded products are managed in an
environmentally sound manner
NETWORKS & DIGITAL INFRASTRUCTURE •To make reliable connectivity available to everyone
POLICY & REGULATION •To support economic growth and user well-being by facilitating collaborative policy and regulatory
frameworks for digital market development
STATISTICS •To help countries adopt evidence-based policies for digitally inclusive societies
CAPACITY DEVELOPMENT •To build a digitally competent society
Unifying Digital Transformation: GET-19
The 3rd Global Forum on Emergency Telecommunications (GET-19) attracted close to 180 participants from
36 Member States, representing an array of key stakeholders.
The Forum highlighted the importance of early-warning and monitoring systems and the needs and
opportunities of partnerships and cooperation. Furthermore, it addressed challenges and opportunities for
ICTs in the humanitarian context. Humanitarian organizations can leverage technology to prepare and
respond more effectively and to help victims of conflict or humanitarian crises.
