Summary: This Recommendation specifies a standardized mechanism to support accessibility in multimedia and immersive services by enabling endpoints and services to discover and negotiate user needs and available capabilities at runtime. It provides: A metadata schema to represent accessibility preferences, device capabilities, and service features. Signalling messages, message exchanges, and state machines to support discovery, negotiation, confirmation, and status updates. Conformance points and interworking requirements for interoperability across heterogeneous systems. Procedures for fall-back when preferred accessibility features are unavailable. The Recommendation applies to live and on-demand media, conferencing, IPTV/OTT players, XR runtimes, and virtual worlds. By offering a language- and modality-agnostic negotiation framework, it enhances interoperability and supports consistent delivery of accessible alternatives for persons with disabilities and users with diverse accessibility needs.
