Summary: The user plane of IMT-2020 networks and beyond consists of the user plane of the access network and user plane of the core network, where the UE-AN data transport and AN-CN data transport processing and user plane functions access the data networks, as defined in [ITU-T Y.3102]. Given the gap between the progress and the existing standards of the user plane, it is necessary to specify a standardized framework of the user plane for IMT-2020 networks and beyond, which will provide a guideline and a solution for user plane design for IMT-2020 networks and beyond. This proposed work item contributes to the development of the standardization series of IMT-2020 networks; and is market valuable for network operators, service providers, and end users, since the user plane and user-related services are key design objectives for IMT-2020 networks and beyond. This Recommendation specifies the user plane for IMT-2020 networks and beyond, in the aspects of general considerations, requirements, functional architecture, network function enhancements, procedures, and security considerations.
