Summary: This technical report will describe the strategic context and technical challenge to achieve global interoperability for trust management of digital identity infrastructure. This technical report identifies the overall problem in Global Interoperable Digital Identity by which most of the efforts were prioritised towards protocol/schema development for human Identity Management. However, other aspects of trust management and rule of law were not sufficiently covered or completely absent for Human Identity Management and completely absent for non Human Identity Management which underscored the urgency to provide a solution for Agentic AI. This reveals too the significant and urgent need for a governance model for a large number of use cases with a strong need to prioritise the support of eg. discovery aspects in Agentic AI protocols.
