Summary: Draft Recommendation ITU-T L.UPR10 outlines an indicator for expressing the GWP impact of ICT lifetime extension based on total-lifetime emissions, the ratio UPR10. UPR10 can be applied to estimate whether ICT lifetime extension results in negative or positive outcome with regard to total lifetime emissions. It could thus be used to facilitate the EU Taxonomy Regulation’s Do-No-Significant-Harm principle related to lifetime-extension activities. The recommendation consists of two parts: 1) The indicator, including relevant threshold values; 2) Examples of extrapolations of future emission factors and energy-efficiency development.
