Summary:

This Technical Report explores the use of Distributed Ledger Technology (DLT) for the management of funds in the Universal Service Financing projects to enhance transparency and efficiency. The purpose of this technical report to identify ways to reduce process inefficiency in centralized systems, facilitating the prudent and transparent use of funds and providing a clear and automatic definition of the roles and responsibilities of all stakeholders in the new distributed framework. At the same time, this report also highlights the challenges that comes with new DLT ecosystem such as standardization of DLT frameworks, interoperability and regulatory mechanisms.
