Summary: Communication networks were designed to carry different types of information independently. Convergence of network, communication and computing technologies permits the manipulation of all forms of information. The technology ecosystem has evolved from systems to computing platforms that increasingly make traditional modes of service operations redundant or irrelevant. Technological Convergence is the tendency that as technology changes, different technological system sometimes evolves toward performing similar tasks. Digital convergence refers to the convergence of four industries into one conglomerate, Information technology, Telecom, Consumer Electronics and Entertainment. Banking and payment systems linked to traditional banking institutions are failing to keep up with changes in industry. Development of Sustainable Smart Cities and Communities built on IoT technologies that allows computational capabilities on independent end devices will further strain existing regulatory frameworks across multiple domains. The trends of convergence have been with us for decades and classification of services on converged platforms is being increasingly debated. While communications, media, and computing have been converging - as well as the regulators of these industries - the actual regulation still has not converged all aspects and remains sector specific. Telecom regulators, competition authorities and other sector regulators (finance, health etc.) will be even more challenged by these technological trends within this context of digital transformation. This Technical paper that will examine the requirements for future regulatory tools to accelerate the digital transformation and explore the necessary coordination and collaboration for Telecom Regulators to avoid using toolboxes based on outdated models and assumptions.
