Summary: Because mobile telephony markets depend on many variables that determine operators' business offerings and user demand, it is often difficult to establish the impact of numerical portability on the behaviour of these markets; making it difficult for the Nationals Regulatory Agencies recognise the most important elements that relate the number portability with the commercial practices of the operators. For this reason, a methodology to measure if there is a correlation between variables such as the HHI concentration index, the traffic between networks is beneficial to determine if market conditions are changing due to the implementation of numerical portability. Number portability allows the telephony market to become more dynamic, this Recommendation develop a methodological guide to help the countries to measure the impact of number portability in variables like the competition and the traffic between network; in order to establish a base framework for analysis to the members of the SG3, and to carry out similar analysis
